Effects Of Certification Of Rural Land Ownership On Land Circulation

The "separation of three powers" and the confirmation and registration of land rights have laid a foundation for the transfer of agricultural land.However,the existing academic studies have drawn two opposite conclusions on the effect of farmland transfer caused by the confirmation of rights.One group of studies concluded that confirmation of rights significantly promoted farmland transfer,while the other group argued that confirmation of rights did not significantly promote farmland transfer,and even brought negative effects.So academically,whether the confirmation of rights promotes the transfer of agricultural land is still a question to be tested empirically.In this paper,a multi-dimensional comprehensive analysis framework is constructed to analyze the problem,and the commodity attributes and emotional attributes of land in the Chinese market are taken into account.It is believed that the final impact of rights confirmation on land circulation is the result of the interaction of positive and negative dimensions.On this basis,this paper adopts the household data and community data of "ChineseFamily Database"(CFD)of Zhejiang University in 2017,then constructs the binary variable model,deletion regression model and mediation effect model,respectively,to investigate the comprehensive effect and mediation effect of farmland confirmation right on land transfer.The conclusion mainly supports the view of property right theory:in the aspect of outward transfer,certification of land has a significant promoting effect on farmers’ contracted land transfer behavior,transfer rate and transfer area,and the production mechanism and price mechanism play an important role in this process.In terms of inward transfer,confirmation of ownership also plays a positive role in promoting farmers’ contracted land transfer behavior and transferred area,in which the production mechanism plays a leading role.From a regional perspective,in the central and western region the effect is more significant.Certification of land can also increase the level of land transfer rents.In addition,the grouping results show that the right confirmation has a greater impact on the transfer behavior of peasant households with low willingness to engage in agriculture,low labor productivity,lack of agricultural production assistance and frequent land adjustment.
