Aiming at the widespread network application, this paper gets information on the social objective condition for the Internet voting system as the collection tool of public sentiment and opinions, through the analysis of the information age in which the Internet develops greatly, the number of the Internet user increases rapidly, and the Internet public opinion influence rises steadily. Through the description combining with rich cases, this paper makes all-round analysis on the basic definition of the Internet voting system, the main component elements, the major application areas in social field and the application value and so on, so as to understand the main feature of the Internet voting system as the tool of public sentiment and opinions collection.Through the summary of the voting theory, the introduction of the origin of the Internet voting, and the status quo of its development at present, this paper reveals the prominent issues of the Internet voting, such as:flooding in activity, loose in organization, lack in authority and public credit. In order to improve these problems, this paper tries to find out the solutions from the aspects of macro application management, background IT system design and so on. It presents the application strategy combining the intervention of management organizations, the hardening of foreground brand and the enhancement of background IT system, which effectively makes up the deficiency of this system.In the end, the paper comes to the conclusion that the netizens opinion survey system based on the Internet voting is an effective way to investigate and collect the social condition and public opinion.Based on the aspect of rich application of the Internet, this paper reveals the function of the Internet voting system on netizens' opinion investigation. What's more, it puts forward corresponding opinion on the system application according to the encountered problems hoping to provide some reference and help for the research and practice of Chinese Internet application.
