| Since China joined the WTO,China has entered a period of rapid development.But the overall quality of Chinese products is still relatively low compared with that of developed countries such as the European Union and the United States,but with the emergence of the Internet,the circulation of offline commodities has increased gradually.Luzhou city as the southwest economic regional central city,with the completion of the commercial trade of southwest business city,huarun vientiane and chengdu-chongqing high-speed,the commodity quality problem has also increased.In order to purify the market environment,ensure the circulation of goods quality,safeguard consumers' legal rights and interests,the state administration for industry and commerce in accordance with the laws and regulations to be responsible for guiding the circulation of goods quality monitoring work,illegal goods quality act in accordance with the law.The inspection and inspection of commodity quality in the circulation area is the main tool for market supervision of the industry and Commerce Department which is the main supervisory function in the market segment and goods in circulation have been inspected by the producers themselves,and also which is the product quality supervision department shall carry out the supervision and inspection procedure after the factory sampling inspection.According to product quality law and consumer protection law,the industrial and commercial departments take quality sampling as a point of interest,Combine with regional seasonal consumption characteristics and habits,as while to report the products and necessities of life in the case of consumer complaint reporting,the inspection and inspection of goods shall be examined in the form of planned sampling and non-planned sampling,crack down on illegal ACTS of selling substandard goods,clean up the consumption environment,effectively maintain the order of the commodity market and ensure the safety of consumption.At the same time,with the new market changes,the case online and offline synchronous public display and the legal rationality of law enforcement demand gradually strict development trend,under the traditional learning mode of "old belt and new" in the industry and Commerce Department,the low-level sampling personnel in the process of handling the spot check and the subsequent handling of the case are becoming more and more limited.So this paper takes luzhou area as an example,though the research of commodity quality sampling in circulation area was studied by the industrial and commercial department,refer to the state administration for industry and commerce,and while luzhou sichuan province administration for industry and commerce administration bureau for industry and commerce internal data,using the theory of stakeholder theory and information asymmetry in circulation field of the important problems in the process of sampling observation of quality goods to carry out excavation and analysis problemssampling inspection in luzhou to anticipate problems and solve problems.During the process,the author found that the problems of the department of commerce and industry in luzhou area were mainly included Sampling rejected product repeatedly frequently,the merchant's resist,lack of law enforcement personnel quality,the impetus for subsequent processing sampling observation unqualified commodity,common important problems such as lack of information sharing mechanism.For the above questions,the author puts forward some Suggestions and countermeasures to solve the problems of commodity quality spot check in luzhou area from five aspects as follow:Firstly,improve the function of supervision and reduce the living space of unqualified products;As the second,purify the market and promote the responsibility of the factory.Thirdly,standardize law enforcement and raise the level of law enforcement.Fourthly,strengthen the follow-up work of sampling inspection and support the sampling inspection agency;Fifthly,establish information sharing mechanism. |
