With the implementation of the "digital land" project and the national "one map" of the work forward,the degree of land and information information has been continuously improved.Land and resources management departments and social fields on the basic needs of land and resources information is also growing,the data sharing and information services are increasing.For the purpose of this study,based on the A city construction land approval management system has not been integrated into the land and resources "a map",has not yet achieved the construction land approval of the graphic dynamic management,the main shortcomings are: Approval process is not standardized,the approval process is not transparent and open and the system is not integrated into the land and resources "a map" which unified management,business approval process can not be "a map" core database closely.These problems have seriously affected the A city construction land approval efficiency,to a certain extent,restricted its rapid economic development.Therefore,the use of advanced information technology means to design and build A city land management information system to solve the area of land management related to the business issues to meet the A city land resources reasonable development and construction has become a respite era background of the top priority.In this paper,A city construction land approval business as an example study object,according to the construction land approval management of various business processes and needs,combined with "a map" project of the ideological norms,based on "one map" mode of construction land Approve business model.Using the C # language in the.NET development platform,the system is developed based on Arc GIS Server.Using Oracle 10 g to manage business data to Arc SDE as a data engine,using OGC standard interface to achieve a "one map" core database docking,design and development of the city,county(district)two levels of land sector B / S Structure of the construction land approval management system.The system will achieve the city within the scope of all construction land approval business online acceptance and approval,as well as business information sharing,exchange,processing and query,to achieve the approval of automation,standardization and standardization requirements.This paper chooses and reconstructs the business process from the perspective of standardization and scientificization,and optimizes the existing construction land standard work model,and constructs the optimization model of business flow based on "one picture" mode.This paper focuses on how to use the Arc SDE spatial data engine,OGC open geospatial data interconnection standard will be "a map" core database and system closely linked.To achieve the system business data successfully integrated into the "one map" core database,a comprehensive service in the construction of land business approval process.This paper studies the design of the graphics assistant program based on the "one map" core database,and makes full use of the core results of "one map" of land and resources,and realizes the construction land approval business and the "one map" core database Seamless connection.The rational use of land resources is of great practical significance.
