management,build intensive,professional,organizational,social combination of new agricultural management system.At present,the main business of Sichuan Province is mainly composed of family farms,cooperatives,large growers and agricultural enterprises.Although they are different in planting area and planting type,their operating area is compared with traditional agricultural management mode.The farmland has always been the key to cultivating the new business main body.Only when it can effectively obtain the right to operate farmland,ensure the scale of operation,and can successfully use the right to operate agricultural land to obtain mortgage guarantee and Subsidies,in order to ensure its effective cultivation,at the same time,to build a new management of the main agricultural land policy,but also for other regions to provide the corresponding reference and reference.This paper uses the field interview method,the questionnaire survey method and the system analysis method.Under the premise of the combination of theory and practice,this paper combs the agricultural land use policy,the agricultural land financial policy and the agricultural land protection policy policies to carry out loans to financial institutions to stimulate the lack of new business entities are difficult to obtain sufficient funds to expand the reproduction;and agricultural land protection policy in the subsidy object dislocation,the subsidy is weak,the facilities land policy is too strict constraints on the cultivation of new business entitiesFinally,through the sound and perfect agricultural land use,agricultural land and agricultural land protection of these three aspects of the policy to cultivate new business entities.The main conclusions are as follows:(1)In the agricultural land use policy,in order to protect the interests of small farmers and encourage the exchange of land and land transfer policy guidance is not conducive to the new business entities faced with the difficulty of using the mortgage right of the management right,the risk and the income of the financial institution are not equal,and the lack of effective incentive mechanism makes the procedures,high interest rates and other costs;(3)As a result of the original agricultural land protection policy,the state's grain direct subsidy policy is paid by the contractor,so the actual
