Conduct Performance Evaluation Research On Sichuan Agricultural Support Protection Subsidy Policy

The rural areas can't develop without the supporting from the national agricultural policy.From 2002,the state began to implement seed subsidies,and on the basis of the abolition of the agricultural tax,the state began to gradually implement direct subsidies for grain farmers,subsidies for purchasing agricultural machinery and tools and general subsidies for agricultural production supplies in 2004.The "four major subsidies" have played a positive role in promoting grain production and increasing farmers' income and promoting the settlement of the issue of agriculture,rural areas and farmers.In recent years,with the diminishing marginal benefit of subsidy policy,after the trial and summary,the state announced that it would combine fine seed subsidies,direct grain subsidies and comprehensive agricultural subsidies into agricultural support and protection subsidies.Now we don't know the effect which will be brought from the adjustment of the target and object of the new policy.In this situation,it is necessary and practical to evaluate the performance of Sichuan agricultural support protection subsidy policy.By reading a lot of literature,I wrote this paper which analyzes and studies the related problems of the implementation effect of agricultural support protection subsidy policy in Sichuan province.The paper begins with a summary of the research on the implementation process and effect of different countries' agricultural subsidy policies at home and abroad,then by arranging the data and comparing the implementation these years of the national policy of agricultural subsidies and agricultural subsidies in Sichuan Province with the support and protection of agriculture subsidy policy implementation,I found the subsidy policy' each household's average subsidy is less,and the effect of support for the development of grain industry has been gradually reduced,and the farmers' attention to sustainable development is not enough.Then I analyze the implementation of the support and protection of agriculture subsidy policy,first of all,by using grey correlation analysis,it is concluded that agricultural support protection subsidy policy on the per capita net income of farmers,food production,arable land per capita,the influence of the results of the analysis found that the main influence factors of the per capita net income of farmers in Sichuan province was fiscal agricultural expenditure,total grain output of the main influence factors for effective irrigation area,and per capita cultivated land area is the main influence factors for the urbanization rate.Thus it can be seen that the government should pay attention to promote the efficiency of agricultural production and reasonable regulation of urbanization at the same time to avoid the process of urbanization of cultivated land resource causing too much threat when strengthen financial support agriculture.Then I use BCC model of Deap2.1 software to calculate the efficiency of agricultural subsidies in 21 cities and counties of Sichuan province.The results show that the efficiency of agricultural subsidy policy is generally decreasing in the three years before and after.In general,the efficiency of agricultural subsidy policy is declining which has not reached the optimal state,and it still needs to be promoted.Combined the theoretical and empirical analysis results with the implementation of Sichuan Province agricultural protection policy,draw on the lessons of the enlightenment of the British and American agricultural subsidy policies to China,I suggest to innovate the way of subsidies,straighten out the policy path;Improve the subsidy system,guide the development and transformation of traditional farmer;Expand subsidies and promote subsidies to new business entities;Improve the insurance mechanism and expand the means of agricultural insurance;Emphasize the goal of subsidies,promote sustainable development;Enhance the technology investment,develop in and intensification.
