Study On The Mortgage Loan Of The Contracted Land Management Right In Long Nan,Gan Su

The mortgage loan of rural contracted land management rights is not only an improvement and innovation of the rural existing financial system, but also solve the problem of financing for farmer, promote the modernization and sustainable development of agriculture. Since Longnan carried out the pilot work duly of the mortgage loan of rural contracted land management rights in2013, we have got the remarkable practical achievements, but many problems shouldn’t be ignored at the same time. So the article combined with current national conditions in China and the fact in Longnan to analyze the problems about the mortgage loan of rural contracted land management right in Longnan in depth and explore the way to promote it to develop continuously and healthily.Based on the analysis about current research results and the present situation of Longnan, the article uses the method of game analysis to research the strategy choice between the bank in Longnan and the large farmer household in the process of carrying out the mortgage loan of rural contracted land management rights and find the sticking point hindering the development of the business. Moreover, the article puts forward some policy suggestions to promote the development of the business according to the policies which have passed in Longnan. Many researches have shown that the imperfect registration of information, the information asymmetry, the unsmooth realization of pawn, the difficulty to command the operating risk and the restriction of the external environment are the biggest obstacle to hinder the development of mortgage loan.For these problems, the article argues the Longnan should establish the trading market of contracted land management rights and strengthen the risk prevention as well as perfect the rural society guarantee and provide more policy support to financial institutions to promote the smooth implementation of mortgage loan.
