Incentive-based Comprehensive Evaluation Methods And Application In Growth Quality Evaluation Of Eco-industrial Parks

Comprehensive evaluation is the objective,fair,reasonable evaluation.It has broad application prospect.Study of comprehensive evaluation problems can be divided into two categories:the validity of the evaluation results(or comparison and selection problem about excellent programs)and integrated management thoughts in the process of evaluation(such as motivation,coordination,development,planning,induced and so on).By reading and reviewing relevant literature,taking the incentive management ideas into the evaluation process,the incentive comprehensive evaluation methods were studied.Thesis established multi-stage evaluation information aggregation method based on gains incentive and multi-stage evaluation information aggregation method based on dynamic incentive reference point.What's more,methods were applied to evaluate 2007-2012 quality of typical eco-industrial parks growth.Research and innovations were as follows:(1)Dynamic incentive information aggregation methods were introduced into the reward and punishment mechanism.Thesis expanded the "award without punishment","punishment without award",and the "incentive parallel" incentive-based dynamic comprehensive evaluation.(2)The rising trend of the evaluated object was given "award without punishment" and the declining trend was given "punishment without award" evaluation.Based on development gains,the thesis established an orderly hierarchical clustering.Hierarchical incentive coefficient was set to realize the difference evaluated incentives.Decision-makers may consider three time preference,so the incentive level methods were expanded.Thesis compared with analysis results of the evaluation through four different methods.(3)By the use of "competition optimization" idea,thesis proposed "incentive parallel"incentive preferences to reflect more incentive to "total contribution" from the perspective of evaluated object own development.Thesis defined the "relative gains" and" incentive coefficient",and corrected gains.Method wanted to achieve the dual role of incentives and competition.(4)Dynamic incentive reference point information aggregation method was proposed.By expectations of "horizontal" and development pace of "vertical",dynamic incentive reference point was established.Evaluated objects went beyond reference objects and achieved their own development,in order to achieve the overall co-ordination of development.(5)Incentive-based comprehensive evaluation methods were analyzed characteristic and applied to evaluating,motivating and predicting development potential for the development of eco-industrial parks from 2007 to 2012.Finally,this thesis summarized the findings and proposed the problems which require further study.
