With an escalating conflict between economic development and environment, as well as with resources, the research on Eco-industrial Parks (EIPs) Evaluation has increasingly become a hot issue in the field of circular economy. As a significant practice of eco-industry and an important carrier of circular economy, the EIPs plays a crucial role in reducing industrial pollution and enhancing resource utilization. For the purpose of accelerating the ecologization of traditional industrial parks, leading the development of EIPs and promoting the construction of circular economy and "two-oriented society", a comprehensive and scientific evaluation of EIPs is urgently needed.Many academic fields are involved in the research on comprehensive evaluation of EIPs. Theoretically speaking, the research is based on two parts:1. theories of EIPs, including sustainable development, industrial ecology and circular economy; 2. theories of comprehensive evaluation, including index weight determination, evaluation indicator screening and evaluation model construction.The EIPs is a complicated industrial symbiosis. Before the comprehensive evaluation, the internal structure and operating law of EIPs must be systematically analyzed, including objective, structure, environment and management. The objective, concerned with the overall situation and the whole process of evolution, has direct impact on the developing orientation and operating achievement of EIPs. As the starting point of system analysis, the objective analysis is so vital that could have influence on the effect and quality of other analyses, such as structure analysis; the structure analysis, the key of system analysis, is the research on components of EIPs and their correlation; the environment analysis, the significant part of system analysis, is the research on correlation between EIPs and its external environment; being the bond and bridge between structure and environment analysis, the management analysis is the research on the project, organization, commanding, coordination and control of EIPs.According to the features of EIPs, the comprehensive evaluation should be adhering to the principle of "Three Priorities and Five Combinations". "Three Priorities" refers to the preferential application of quantitative indicators, common statistic indicators, as well as energy saving and emission reduction indicators; "Five Combinations" refers to the comprehensive integration of scientificity and practicality, objectiveness and rationality, system and structure, dynamics and statics, as well as quantitativeness and qualitativeness. By exhaustive analysis of features and elements of EIPs, it is found that the establishment of comprehensive evaluation indicator system, also refined as "one principle, three-dimension, four-module and three-coordination", is of great necessity. The comprehensive evaluation indicator system should take sustainable development as the principle; span over the past, the present and the future; cover element, structure, performance and management; coordinate between long-term objective and short-term objective, internal and external benefit, economic development and environmental protection.To conform to the features of EIPs, which are variable and difficult to be quantified, a new comprehensive evaluation model, "Bow and Arrow" emerged in response to the proper time and conditions. The "Bow and Arrow" model consists of three parts, bow, cord and arrow. The "Bow" refers to the system evaluation model and structure evaluation model, respectively adopting principal component analysis and Fuzzy Comprehensive Evaluation; the "Cord" refers to the management evaluation, adopting synthesis method; the "Arrow" refers to the performance evaluation, adopting gray correlation method. In the procedure of empirical evaluation of 9 EIPs, including Suzhou Industrial Park, it is found that new comprehensive evaluation model is distinctively applicable.Being correlated and interdependent, only the result analysis method and evaluation model are mutually matched and supplemented could they make the result more accurate and practical. Presently, in all the processes of comprehensive evaluation, the research on result analysis is insufficient, while the study on evaluation object and analysis of developing tendency are still far from satisfaction. Therefore, an in-depth investigation into result analysis method should be urgently needed. Based on previous studies, the result analysis method could be classified into 7 categories, e.g. comparative analysis method and relative analysis method. The principal component analysis could be applied to analyze the evaluation results of 9 EIPs one by one, including Suzhou Industrial Park. Through the exploration of current situation of China's EIPs, many problems concerning policy are discovered, such as finance and science. To ensure that EIPs develop in a healthy, harmonious and sustainable way, the principle of "Prospectiveness, Practicality and localization" must be rigidly upheld. Meanwhile, more efficient measurement should be taken from 9 aspects, e.g. policy, capital and technology.In the present study, a great variety of theories, including industrial ecology, system analysis engineering and science of decision-making are applied, aiming at systematically analyzing the EIPs and its comprehensive evaluation method. The significance of this research is to provide new theories and evaluation methods to support the planning, designing, decision-making and management of China's EIPs. Furthermore, analytic tools and theoretical support are provided for the development of circular economy and low carbon economy.
