Competition between enterprises has gradually evolved into the competition between human resources,how to maintain human resources,staff behavior,work attitude and work efficiency of fair and reasonable assessment,and in accordance with the results of the evaluation to arrange training seminars,etc.to make up for employees Which has become the focus of the daily management of enterprise management,which also makes the performance management become an important topic of modern enterprise management.This paper takes a state-owned company as the object of study,and discusses the feasibility and concrete steps of applying the theory of Balanced Scorecard to the performance management of state-owned enterprises in detail from the problems existing in the company's existing performance management system.This paper first describes the research background,significance,purpose and idea is analyzed,such as for a better optimization research,the performance of MW company in targeted performance management theory and method is put forward,to lay a theoretical foundation for subsequent performance diagnosis and optimization research.Secondly,to know MW company problems existing in current performance management system,in this paper,the basic situation,organization structure,and introduces the present situation and problems of the current situation and performance management of human resources,and according to the problems found in diagnosis,analysis the cause of the problems,and expounds in detail MW company using the balanced scorecard theory to optimize the feasibility and necessity of performance management system.Then on MW after diagnosis,the problems in corporate performance management targeted using the analytic hierarchy process(AHP)and the balanced scorecard to the performance management system optimization design.Finally is based on the balanced scorecard performance management measures,including corporate culture in terms of security,system security,organization and personnel,staff quality and security of information and technology.Based on the Balanced Scorecard performance management system optimization is not an overnight thing,it requires managers to persevere in accordance with the actual business to constantly modify the perfect.The significance of this study want to provide a direction for the MW company performance management optimization guidance to help them find ways to improve the performance of enterprise performance management.In addition,the conclusions of this paper can provide some reference and reference for the state-owned enterprises with the same performance management problems,especially to public services of the same type as the main group of State-owned enterprises to provide a reference.
