With the development of economy,the theory of performance management are constantly updating,represented by the balanced scorecard is the use of a series of management tool has come into the mind of the managers,many banks have to apply the latest theoretical achievements in their own management practices.But the rural commercial bank employee performance appraisal model has failed to keep up with the pace of the theory of quick update-since a long time,rural commercial bank financial performance as major indicators for performance evaluation of the employees,and in a constantly changing market environment and financial environment,the influence of the non-financial indicators have to be reckoned with,if long-term lack of the attention of relevant non-financial indicators,is likely to appear in the staff performance appraisal results do not tally with the actual working performance of the performance.Performance management as the enterprise management to strengthen the business management level,improve the efficiency of management important link,the establishment of performance indicators and assessment is the core of more employee performance management,rural commercial bank should not only focus on their own short-term goal,should look to the long-term strategic target,strategic task decomposition,according to the completion of personal and department performance evaluation results.In employee performance appraisal practice,however,the application of balanced scorecard,there are many ways of blocking,has not been able to become the effective tool to help enterprises to realize strategic objectives.Throughout most of the balanced scorecard in the research and application status of Chinese commercial Banks,most focus on overall performance appraisal,and as a kind of performance evaluation tools,it is in the promotion and application of rural commercial bank in China still exist such as lack of departments,financial indicators and non-financial indicators and cannot achieve good balance,etc.Specific fulfil Qingdao N bank,will the balanced scorecard as a tool,establish and improve the existing employee performance management system,should according to its own characteristics,flexible use of balanced scorecard,in order to make it better able to face the internal and external competition,financial markets in a rapidly changing economic environment go farther,more robust.
