China's textile and clothing industry is a traditional advantage industry in the national economy,it is closely linked with the international market one of the industries,China's world's largest textile producer,is also the largest exporter,according to statistics,in recent years,China's textile exports maintained in the global textile trade of about a quarter.Especially in December 11,2001,China joined the WTO,January 1,2005,the global textile trade quota was canceled,after these two events,China's textile and clothing industry has entered a stage of free trade,is conducive to maximize the advantages of the textile and clothing industry.Many domestic and foreign scholars have turned their attention to the textile industry in China.they have studied the development strategy,operating efficiency,domestic market development model,export path and strategy choice,industrial cluster research,financing factors and so on.Throughout the development of China's textile industry,most of the industrial clusters are concentrated in Jiangsu and Zhejiang area.Shaoxing is an important textile production base and distribution center in China.At present,from the upstream raw materials PTA,polyester,chemical fiber supply link to the middle reaches of the industry weaving,dyeing and finishing and other production links,and then to the downstream clothing sales constitute a complete industrial chain.However,according to the statistical data shows that these small and medium-sized textile and clothing enterprises accounted for 90 % of Shaoxing textile enterprises,these enterprises did not form a brand scale,development mode is extremely easy to be copied,low-level repeated product construction without personalized advantage,the mode of competition between enterprises is mainly price war,business model is very extensive.Compared with foreign mature SME clusters,China's SME clusters in the development of slightly inferior,the whole value chain in the lower end of the developmentsituation,but also lack of competitiveness.How to let our small and medium-sized textile enterprises face up to their own shortcomings,adapt to the changing overall market environment,to find their own sustainable development competitiveness,standing in the domestic and foreign markets for a long time,and gradually grow up is a topic we need to think about.Based on the theory of industrial cluster and international competitiveness,this study takes the development of Shaoxing's small and medium size textile enterprises as the guidance,through a large number of field research and interviews,using SWOT and case analysis,through the specific analysis of the status of the development of a textile enterprises to analyze the problems existing in its development,put forward countermeasures and suggestions to promote the development of a enterprise,the relevant research conclusions will further improve the level of Shaoxing textile industry cluster,optimize the structure of textile products in China and promote the international competitiveness of Shaoxing textile enterprises even the whole country to provide a certain theoretical significance.
