Under the New Industrial Revolution,the structure of manufacturing industry is faced with a new round of deconstruction and reconstruction.Chinese manufacturing industry is faced with the "two-way pressure" from the developed countries and the developing countries,demanding for improving quality and effectiveness by the transformation and upgrading of manufacturing industry.Chinese manufacturing industry need to improve international competitiveness.The fusion of the new generation information technology and manufacturing industry is becoming closer and closer,and manufacturing realizes the automation and intellective level step by step.The developing countries which has comparative advantages of low labor costs get into trouble,so the conventional path to upgrade does not exist.Now,the main factor which prevents the transformation and upgrading of the manufacturing industry is interrupted between the old kinetic energy and the new kinetic energy.To explore a new path to make manufacturing industry upgrade,we should realize the capability of transformation and upgrading of manufacturing industry firstly.The research is of benefit to the transformation and upgrading of manufacturing industry,which can help manufacturing industry promote the capability of transformation and upgrading of manufacturing industry.Firstly,this paper states theoretical analysis on the capability of transformation and upgrading of manufacturing industry,and explains the capability of transformation and upgrading of manufacturing industry.This paper has carried on the measurement to the capability of transformation and upgrading of manufacturing industry of China provinces,considering the character and trend of new industrial revolution.The capability of transformation and upgrading of manufacturing industry index is consisted of three level indicator system,including 4 first-level indicators,8 second-level indicators and 21 third-level indicators.These indicators reflect the influence of the capability of transformation and upgrading of manufacturing industry from four aspects,such as productivity of added value ability,sustainable development capacity,Innovative and learning ability,and Information technology radiation ability.On that basis,this paper has carried on the measurement by entropy-weighing method and the comparison to the capability of transformation and upgrading of Chinese Provincial manufacturing industry under background of New Industrial Revolution,and puts emphasis on Shanxi Province.After clarifying the composition of the capability of transformation and upgrading of manufacturing industry,this paper focuses on factors about the transformation and upgrading of manufacturing industry.This paper,by using panel data of 30 provinces during 2007-2015 in China,uses dynamic panel data and system GMM to verify that the inertia of the capability of transformation and upgrading of manufacturing industry,regional economic development level,human capital,the optimization of the industrial structure,urbanization level and environmental regulation have an impact on the capability of transformation and upgrading of manufacturing.This results show that the inertia of the capability of transformation and upgrading of manufacturing industry,regional economic development level,human capital,the optimization of the industrial structure and environmental regulation have a positive impact on the capability of transformation and upgrading of manufacturing,but urbanization level and environmental regulation have a negative impact on the capability of transformation and upgrading of manufacturing.At last,this paper gives five policy suggestions on how to build and upgrade the new kinetic energy of the transformation and upgrading of manufacturing industry:(1)formulate suitable policy and make eastern area,middle area and western area develop harmoniously;(2)promote productivity of added value ability and accelerate the efficiency of the transformation and upgrading of manufacturing industry;(3)government should try to guide green manufacturing and promote sustainable development capacity;(4)promote Innovative and learning ability of Chinese manufacturing industry and the percentage of science researchers;(5)encourage to integrate information technology into manufacturing industry.
