Land is the basic support for all social and economic activities,and the economic development of cities,as highly centralized units of economic entities,is closely related to the utilization of land resources.China has ushered in a great improvement in its urbanization level as of the reform and opening up,which is accompanied by the rapid increase in the demand of urban construction land for urban economic development.However,the large population base of China has brought up the problems of farmland protection,leading to the relative scarcity of urban land supply.It is thus unsustainable to drive regional economic development by expansion of urban size.Promoting the cooperation and coordination between different types of land use inside the city,and thereby improving the land utilization efficiency has become a new way to boost urbanization and economic development.This study intends to evaluate China's urban land-use efficiency from the perspective of urban land classification and analyze its impact on the urban economic development.This paper starts from the review and summarization of domestic and foreign literature from such aspects as the impact of land utilization efficiency on economic development,the measurement of land utilization efficiency and the classification of urban land functions.On this basis,the concept of land use regulation is introduced to illustrate the necessity of considering urban land by purpose,with the classification,configuration and function changes of urban land in China at the current stage explained,to demonstrate the significance and feasibility to examine the efficiency of land use by distinguishing the urban land of different purposes.The relationship between urban land utilization and economic development is then analyzed from five aspects,including the facilitation of improved urban land utilization efficiency for transaction cost reduction,labor force attraction,knowledge spillover promotion,rational allocation of infrastructure resources and optimization of industrial structure.In terms of the measurement of urban land utilization efficiency,this paper calculates the urban land use efficiency under the condition that all types of land use are respectively scaled down to the effective frontiers with DEA,and based on the analysis of measured results,it draws a conclusion that the urban land utilization efficiency is remained to be enhanced throughout China.In the final empirical analysis,a simple theoretical model is established for urban land use efficiency endogeneity and total factor productivity through the improvement and expansion of Cobb-Douglas production function,while the data from 229 cities within the 2012-2015 is used for panel model regression analysis.It turns out that urban land utilization efficiency has a positive impact on urban economic growth.In addition to the driving force of scale expansion,the analysis of the impact of land factors on urban economic development shall also take into account the efficiency of construction land use.Scientific technology and management methods are recommended to rationally allocate the land use structure in space,and increase the number of effective land use by improving the land utilization efficiency.Given the fact that previous studies have seldom explored the impact of land factors on urban economy from the perspective of land use efficiency,this paper supplements this aspect,with alternative ways put forward for the transformation of urban economic development patterns.Furthermore,the survey of land utilization efficiency herein is closer to the reality,as the urban land is subdivided by the roles of urban functional areas and incorporated into the urban operation.It also suggests the cities to seek the appropriate land use patterns for their own characteristics,to promote the local economic development.
