With the development of urbanization in China,land property right system,which is characterized by land distribution and decentralized operation,has exposed serious defects.First,the land divided into pieces,which goes against appropriately scaled operations,hinders the advance of the agricultural production specialization and mechanization.In addition,the trend of rural labor force's transferring to the city,objectively requires land resources to be reconfigured so that the land could be transferred from farmers with relatively lower land management efficiency to ones with higher efficiency,which means the improvement of agricultural land allocation efficiency.The clarification of property rights and effective protection is the premise of the smooth circulation of farmland.To explore tenure security's impact on land transfer,this paper establishes a farmer production model to analyze how farmers allocate land and labor resources to maximize returns,and then this paper estimates the theoretical results derived from the model with 629 household samples from Shandong and Zhejiang.First,this paper analyzes the status quo and characteristics of farmland property rights and land transfer in Shandong and Zhejiang provinces the status and characteristics of tenure security and farmland circulation in Shandong and Zhejiang.Secondly,this paper estimates land tenure security's impact on land transfer.Thirdly,this paper analyzes whether the tenure security has different effects on farmers with different land management efficency,which shows the tenure security's allocation effect on farmland resources.Fourthly,the path of the tenure Security to the transfer of rural labor is tested by using mediation effect test method.At last,based on research and empirical results,this paper puts forward some policy suggestions to improve the land tenure security,promote the farmland transfer and improve the efficiency of rural resource allocation.This study draws the following conclusions:(1)In Shandong and Zhejiang,the farmland tenure security level is relatively low.31.0%of farmers hold land certificates and 54.7%of households have experienced land adjustment in the last 10 years.Land transfer presents a lack of vitality.41.2%of the farmers have land transfer-out behavior,and 23.5%of the farmers have land transfer-in behavior.(2)Land tenure security has a significant positive impact on farmland circulation.The empirical results show that holding land certificate makes the probability of farmer's having land lending-out behavior increased by 10.3%,land lending-out area increased by 0.591 acres.The probability of farmer's transferring out land is reduced by 8.4%for each higher level of the awareness of the risk in land transfer,and the amount of land transferred out decreased by 0.672 acres at the same time.(3)Land security makes farmers with lower land management efficiency reduce the scale of agricultural production,enabling farmers with high land management efficiency to enlarge the scale of agricultural production,which promotes the concentration of land to farmers with higher land management efficiency and improve the allocation efficiency of farmland.(4)The direct effect of land adjustment on household's non-farm labor ratio is-0.058(significant at 1%level),and the indirect effect is-0.0004(not significant),which indicates that the land circulation is not an intermediary variable between land security and labor transfer.Land adjustment affects the transfer of labor force in direct ways.
