Study On China’s Rural Collective Construction Land Allocation Efficiency

In China, collective construction land has a huge stock, in order to realize the sustainable development of city, we need to improve the efficiency of collective construction land configuration. The title is "Study On China’s Rural Collective Construction Land Allocation Efficiency", and the path "institutional change-configuration status-efficiency analysis-optimizing configuration" is the backbone of this paper.Based on the introduction of domestic and foreign study and relevant theories, we review the process of institutional change of collective construction land;then we compare three current configuration mode of collective construction land and evaluate its efficiency;Furtherly, Base on the analysis of reform policy on collective construction land in the Third Plenary Session of the 11th Central Committee, we put forward some relevant countermeasures and suggestions.Under this framework,we get the following conclusions:the formation and changing path of the system of collective construction land has been restricted by public ownership and the national behavior target; the key different between three collective construction land allocation mode is the allocation of land development rights and the land exchange right;If give the the collective farmers more land rights,it will improve the efficiency of collective construction land configuration;In general, land expropriation is more suitable for the collective construction land configuration based on the public purpose, direct market exchange is more suitable for the collective construction land configuration based on the self-interest purpose, the configuration of construction land index trading mode is more suitable for collective construction land located in the outer suburbs; The optimal allocation of collective construction land is a system engineer,we need to reform it at several aspects.
