A Study About Farmer's Incomes Efficiency Of Land Titling In China

The development of modern agriculture has always been an important issue to central document of government.However,the agriculture development of China obviously lags behind industrial development,and the income gap between urban and rural areas gets bigger and bigger are indisputable facts.In the background of government vigorously promoting land tenure certification,This article uses the income as the indicator of the welfare level of farmers,and adopt structured approach verify whether land tenure have a significant impact on farmers' income by using Average Treatment Effect instrumental variable estimate method,Meanwhile,we respectively research the features about land tenure influence farmers' income through land transfer-in,land transfer-out and land mortgage loans.At the same time,we also explore the other factors that affet farmers' income by appropriately selecting indicators from four main aspects below: the composite quality of individual farmer,production capacity,family issues and social environment factors.The result of research shows: the farmers who get land tenure certifications relatively can obtain higher income,land tenure can also significantly promotes farmers' income through land transfer-in,land transfer-out and land mortgage loans.The land transfer-in has a greater positive marginal effect on increasing farmers' income.Inadequate agriculture insurance policy not only has no protection on farmers interest,but also is harmful to increasing farmers' income.Due to the influence of traditional concepts and interpersonal relationships,it is not good for improving the problem about wide gap between urban and rural areas.Based on the conclusions above,we can propose some pertinent suggests: the managements of government should legally define land tenure more clearly,when local governments implement the task about land tenure certification,they should not be rash and perfunctory,land mortgage market should be viewed as the focus of rural development,in order to be balanced with land transfer market,it is necessary to simplify and diversify the agriculture insurance,meanwhile appropriately decrease the cost of agriculture insurance.
