Effects Of Agricultural Machinery Purchase Subsidy Policy On The Agricultural Mechanization Development In Jiangsu Province

The agricultural machinery purchase subsidy is an important policy for our country to strengthen agriculture,benefit farmers and enrich rural areas.Since its implementation in 2004,it has thoroughly raised the demand in agricultural machinery market and has promoted the development of agricultural mechanization over the decade.The influence the policy has exerted on agricultural mechanization has drawn wide social concern.So far,Jiangsu province has pioneered in entering the advanced stage of agricultural mechanization.Therefore,it is of typical significance to do some research on the effects of the agricultural machinery purchase subsidy policy on the agricultural mechanization development in Jiangsu province.Based on Malquist-DEA research method,this thesis paper first establishes an index system about input and output,and then analyzes through model calculation the effects of agricultural machinery purchase subsidy policy on the agricultural mechanization development in Jiangsu province.To sum up,the thesis consists of the following 5 parts:In the first part,the paper puts forward the research approach,an outlined content and the research methodology,giving a detailed analysis of the research background,its significance,both domestic and international research status of agricultural machinery purchase subsidy policy and agricultural mechanization development.In the second part,the paper gives a comprehensive analysis of the current implementation status of agricultural machinery purchase subsidy policy in Jiangsu province,a brief introduction to its historical transition in implementation,a systematic analysis and discussion on its input scale and structure,beneficiary of subsidy,types of machinery conformed to subsidy standard,and finally a general analysis of the implementation effect and existing problems in Jiangsu agricultural machinery purchase subsidy policy.In the third part,based on DEA,the paper tries to establish an estimating model to see the effects of agricultural machinery purchase subsidy policy on agricultural mechanization development in Jiangsu province.Besides that,the paper goes on to give a brief introduction to DEA methods and working process,to make the confirmation of estimating targets,to set up three input index system and fourteen output index system,which all lead to the final establishment of Malquist-DEA estimating model.In the fourth part,taking Jiangsu province as the example,the paper conducts an empirical research on the effects of the agricultural machinery purchase subsidy policy on agricultural mechanization development in Jiangsu province by collecting and organizing relevant data and making use of DEA model to find solutions and analysis.The results are as following:first,in 2014,the DEA model indicated that Jiangsu province was efficient in non-DEA,while all other prefecture-level cities were efficient in DEA except Zhenjiang city;second,during 2010-2014,the rise of the production rate of agricultural machinery purchase subsidy policy in Jiangsu province mainly relied on scale efficiency rather than technical efficiency;third,pure technical efficiency decreased by 0.003%on average,resulting in 0.016%average growth rate of technical efficiency,which indirectly explained the relative backwardness in such aspects as management level and mechanism construction of the policy in Jiangsu province;finally,there exist among 13 prefecture-level cities some regions of obvious edges,and the phenomenon of effect differentiation among regions.In the concluding part,the paper puts forward some solutions and suggestions to promote agricultural machinery purchase subsidy policy in Jiangsu province by optimizing the implementing mechanism of agricultural machinery purchase subsidy,the technological innovation in agricultural mechanization and the resources for agricultural machinery purchase subsidy.
