Business is an important part of the national economy.In the pre-Qin period,it has adopted a dual management of business,namely policy constraints and legal constraints,which followed by successive rulers.However,this restriction does not prevent business from becoming an increasingly active factor in social and economic life.After the war in the late Ming and early Qing dynasty,the productivity recovery was imminent,and the business was quickly restored by reducing tariffs,encouraging trade and creating a fair trading environment.The activities of commerce enabled the Qing government to establish “The law of market”,which in order to conduct strict and legal management of the market.Tax to be reckoned with at the same time,by the commercial activities,the Qing government increased the fiscal revenue,such as salt,tea,mineral exercise monopoly system,and formulated the salt law,the act of money,the law of private casting copper,which aimed to crack down on private tea,private salt and copper cash casting.Though the case of the Qing dynasty,it can make the business management legally,which shows some real utility and basically solves the disputes between businessmen and people,businessmen and government.However,the legal constraints are not perfect,and the updating speed is far behind the policy constraints,which makes the decision of the case biased.In addition,the failure of the rule of law has appeared as well,which makes the policy constraint also a case of paper.In the business administration,the Qing government mainly has the issue of the inconsistency between the decree and “the law of the Qing dynasty” and the uniformity of the business tax code in “the law of the Qing dynasty”.The comparison between “Thirty-three years--thirty-four years of Qianlong--A case of private lead money unearthed in Baxian county” and “The case of government officials mixing money” has the unclear definition of illegal personnel,which leads to the unfair penalty.Under the condition of socialist market economy,it is important for business management to timely adjust to its development situation.The government needs to adjust and improve the relevant legal system,build the trade environment more fairly,and promote the sustainable development of the business.
