After years of plentiful growth,China's economy is gradually returing to a 'New Normal'characterized by 'medium-high speed,new power and excellent structure'.The evaluation of economic growth in the new stage should not be limited to speed,but the quality of economic growth is the key.In the process of economic production,we need to consume a lot of ecological resources and discharge massive amounts of pollutants.Thus,energy,environmet and economic development should be taken into account when measuring the quanlity of economic growth.Therefore,this paper integrates energy consumption,environment pollution and economic growth into the same analytical framewirk by introducing ecological footprint,green GDP and other theories.Moreover,the concept of green technology efficiency is put forward,and studies are made on both theoretical and empirical aspects.Firstly,the paper reviews relevant literatues about technical efficiency,and put forward the idea of measuring green technology efficiency.Based on the three levels of technology,system and industry,the influence mechanism of green technology efficiency is theoretically analyzed.Secondly,based on the panel data of 30 provinces in China from 2000 to 2014,the paper adopted stochastic fronttier analysis to measure the green technology efficiency of China.Thirdly,relevant indicators were selected from 3 levels:technology,system and industry,and the paper used 'one-step' method of the stochastic frontier model to investigate empirically the influencing factors of green technology efficiency.Moreover,geographical factors and spatial effects were taken into consideration,the paper used spatial econometric mode to analyse the characteristics of convergence of the green technology efficiency.Finally,according to the conclusions of this paper,proposals were put forward to improve the green technology efficiency of China,and the ultimate goal was to provide scientific decision-making basis for decision-making departments to formulate and improve relevant policies.The key findings are:1)the green technology efficiency increased first and then decreased from a national view.From a regional view,the green technology efficiency showed a rise first followed by a decline in eastern region.While the green technology efficiency was on the rise both in the central and western regions,with the average annual growth rate of 1.04%and 0.92%respectively.Provinces whose green technology efficiency is ranked top are mostly located in the east,while most of low-ranking povinces are located in the west.2)It is concluded that technological innovation inputs and technology import had significant positive effects on green technology efficiency.Foreign trade had significant positve effect on the inprovement of green technology efficiency,while foreign direct investment had negative influence on the green tehnology efficiency,but the statistics are not significant.The ratio of gross industrial product to GDP had negative impact on the green technology efficiency.The industrial pollution control had postive influence on the green technology efficiency.As expected,the ratio of service sector to GDP has a large positive marginal effect.3)There was a positive correlation among 30 provinces in space.There were ? convergence nationwide and in the eastern regions,and there weren't ? convergence in the central and western regions.There was no absolute ? convergence nationwide and in the central,werstern regions.There wasn't conditioanl ? convergence nationwide in the eastern,central and western regions.
