Performance Management,as an effective tool for modern enterprise management,is a crucial basis for employee motivation,job lifting,ability training and career development.It plays a significant role in setting effective incentive mechanism,building efficient and highly skilled work teams,and creating orderly operation and management.With the popularity of "4G" and the advent of "5G",when the era of high-speed Internet is coming,three telecommunication operators enter this white-hot and comprehensive competition.As the key of technology competition lies in talents,only by establishing a scientific performance management system,can the Mobile Corporation motivate the employees' initiative,enthusiasm and creativity,to ensure its invincible position in this competition.This paper focuses on the study of the theory of Balanced Score Card and has explores researches about it at home and abroad.By means of empirical analysis and questionnaires,the author has studied the current organizational structure,pay for performance and performance system in Mobile Corporation and its subordinate business hall in City N.It has been found that the performance appraisal in Mobile Corporation fails to reflect the differences between individuals and importance is attached to the company's current targets rather than long-term development.Meanwhile,the index of performance appraisal in the subordinate business hall has turned out to be too detailed and cumbersome,which is unable for its employees to follow.In addition,due to the existence of subtraction of the custom unit,the performance appraisal has great changes and randomness.Based on the key performance index(KPI),the paper has studied the Balanced Score Card performance management system through investigation and analysis.By focusing on the four dimensions-financial dimension,customer perspective,internal process operation,learning and growth-the corresponding key performance indicators project has been studied,and a performance management system has been formed by 19 index.Apart from that,according to work output and based on the KPI index,the Balanced Score Card performance evaluation model has been established for the Mobile Corporation(branch office)and its subordinate business hall.At the same time,the author has also explored the implementation plan for this management system,its advantages and effect prediction,implementation guarantee,so as to ensure the rational and smooth operation of this system which enables enterprises to play their due role in performance,thus enhancing the stuff's working efficiency and work enthusiasm to create greater value.
