Study On Financial Support Of Modern Agricultural Industrial System In Mengjin County

The issue of agriculture and rural peasants is a fundamental issue related to the national economy and the people's livelihood.With the socialism with Chinese characteristics entering a new era,the Party's Nineteenth Congress proposed to build a modern agricultural industrial system.Finance is the core of the allocation of modern economic resources.Comprehensive and effective financial support is an important support for the development of a modern agricultural industrial system.In the course of the development of the modern agricultural industry system,the problem of insufficient financial support is widespread.Given that the current research on financial support for the development of the modern agricultural industry system remains to be in-depth,based on the typical case of Mengjin County,this paper analyzes how to construct a financial support framework and implementation plan at the county level,in order to provide reference for other regions to promote the development of modern agricultural industry system.This article takes Mengjin County of Henan Province as the research object,under the guidance of literature analysis and related theories,based on the planning of the modern agricultural industry system in Mengjin County,the development goal of the modern agricultural industry system in Mengjin County was refined;And systematically analyzed the gap between its current status and development goals;The necessity of financial support for modern agricultural industrial system is further analyzed.Based on the data collected and arranged in the local area,the problems in the financial support process are analyzed,and then the financial support framework of the modern agricultural industrial system is designed.Finally,aiming at the above research,the development plan of financial support for modern agricultural industry system in Mengjin County was proposed.The study of this paper finds that the modern agricultural industrial system in Mengjin County is mainly aimed at improving the level of agricultural industry clustering,building modern agricultural leading enterprises,perfecting the modern agricultural industrial chain,and achieving universal development of the agricultural industry.There is still a big gap between the status quo of development and the target,which requires a large amount of financial and financial support to achieve related goals.However,the financial support of the modern agricultural industrial system in Mengjin County still has problems such as the narrow scope of the agricultural issuance business and the ambiguous positioning,the prominent contradiction between supply and demand of commercial credit funds,the single and slow development of cooperative financial organizations.In order to promote finance to better support the development needs of modern agricultural industrial system,this paper has designed a financial support framework based on policy finance,commercial finance,cooperative finance,and financial ecological environment,and proposed the following specific development plans:Policy-based finance should define its own positioning,improve its marketing strategy,and strengthen internal management.Commercial finance includes the launch of“1+2+3”moderm agricultural industry financial service programs,innovative rural financial service models,and vigorous efforts to develop the capital market.,promote the return of agricultural insurance,etc.;cooperative finance includes accelerating the legalization and standardization of cooperative finance and establishing a standardized cooperative financial governance structure;finally,it proposes to vigorously support and promote Internet finance in the new type of financial support,and actively develop financing leasing industry,etc..
