With the continuous change of the global climate,the increasingly urgent demand for energy-saving emission reduction,whether compulsory reduction in developed countries and voluntary mitigation actions by developing countries are reflected in this arrangement,the energy services industry originated in the world energy prices soaring energy crisis,reduce the user cost provided opportunities for energy services industry,energy management contract the mechanism also came into being,as an important carrier of energy service companies to implement the contract energy management project,in its commercialization plays an important role in the process of operation.The energy saving service industry started late in China.Now the small and medium?sized enterprises are the main ones.The target company of this paper selects a representative one in the national small and medium-sized energy saving service enterprises.Based on the current situation of project cost management,the key issues are carefully studied.Based on the theory of value chain,a more optimized cost management plan is constructed to improve the company's project cost management level.Based on the analysis of the stakeholder theory and the theory of value chain cost management,with the perspective of the value chain in T company as the research object.After the theoretical analysis,combined with T company basic situation,cost management status,problems and causes of analysis,found that enterprise cost management exists the cost control level of each link of the enterprise is low,and the scope of cost accounting is narrow,the following problems:the interdepartmental cost information feedback is sluggish etc.In order to make the value chain to the role in cost management optimization,this paper used the value chain analysis tool analyzes T company,do in-depth analysis of internal value chain and external energy service company's value chain,and the entire value chain of the conception and design optimization.On the basis of familiarity with the internal and external environment of the enterprise,a more perfect cost management method is adopted.In this paper,the value chain analysis tool is used to analyze the existing cost management methods of the company and to study the main value activities of the company.Finally,the paper build and optimize the value chain of enterprises,which optimizes the operation chain of enterprises' internal production operations,and the value chain of enterprises'upstream and downstream businesses.It improves the existing cost management system,so that enterprises may have a stronger competitive advantage.This paper aims to solving the cost management in the current problems of T company,and hope the conclusions of this thesis can help similar energy service companies to practice in cost management,also expected to provide some possible research direction for other scholars in such studies.
