Consumption is one of the three carriages to drive the economy. As the most potential power at the demand side, consumption is also the most direct source of people's utility and their feelings for life, with which they could get a sense of happiness. However, the effect of consumption on economic growth has always been kept in limitation in recent years. The slacken of the promotion of consumption on economic growth and gradually increasing urbanization rate has showed the widely opposite performances. Now more and more scholars begin to pay attention to researches of the relationship between urbanization and consumption. With the gradual deepening of the urbanization process and the continuous promotion of the new-type urbanization, the article holds that the exploration of the performance of consumption under the influence of urbanization has a great significance. On the basis of the Vernon Henderson's two sector competition model, this paper collected and sorted out the relevant research results at home and abroad. In the light of the actual situation in China, the influence of the population and resource congestion effect into cities on the consumption rate in China is discussed. And also this paper focused on the impact of the traffic planning, urban planning and the level of education on the consumption rate.At the same time,on the basis of the fundamental model and the relevant information data, the quadratic effect of traffic density on the consumption rate are studied and the best traffic density is explored in the paper. In addition, considering the regional differences between urban planning and traffic density in the whole country, the article also divided the whole country into three regions, that is the east area, the middle area and the west area to turn to much more researches respectively. It is found in the paper that the congestion effect of urbanization and the increase of the capital per capita play a positive role in consumption rate growth, and the impact of capital stock per capita on consumption rate is negative. The increase of higher education personnel is difficult to show active reflect on the promotion of consumption rate. There is a certain deviation in the planning of traffic in our country. The traffic planning in cities tends to be mature. If the growth of urban traffic is faster than that of urbanization in the near future, the traffic turning point will soon appear. The extreme uneven development situation among the east area, middle area and the west area was found out in the paper. The urban transportation in eastern cities and towns is currently in the stage of promoting consumption, but there may be an inflection point which will turn it to restrain consumption in the future. The impact of traffic density on consumption in the middle and the western regions is still in a negative state, but it is very close to the inflection point, and it is likely to gradually develop into a benign factor which will promote consumption. And also the effects of inter-regional traffic on the consumption rate turn out to be all inverted "U" pattern both at the national level and the sub-regional level, and all of them has gone beyond the inflection point,in that case inter-regional traffic has a negative impact on the consumption rate. The main reasons of these phenomena for the analysis of the empirical results is that urbanization in China is still in developing progress,at which primacy ratios of cities are too high and the urban functions are concentrated upon several big cities. The gap between the urban and rural areas is huge and also the infrastructure is polarized between the urban and rural areas. The public facilities of the big cities are perfect and that of the small cities are complete while the rural public facilities are quite deficient. In the city, the programming of the consumption environment is ignored and the social security of our country is not sound. However that is not all the reasons, what is worse is that the regional development is not balanced in our country. Therefore, the article put forward the following suggestions in combination with the actual situation of our country.First,we should plan the existing cities and towns in a rational way to achieve orderly and decentralized distributions of urban functions. And also we should plan new towns with location, local characteristics and city functions comprehensively taken into consideration.Second,we should improve the rural infrastructure and enhance the appropriate construction of rural consumption and entertainment facilities.Of course we should also strengthen the construction of urban recreational facilities.Thirdly,we should develop the way of nongovernmental social security to offer more flexibility for the self guarantee function of people. And we should also strengthen the basic housing security, and give full play to the secondary allocation function of social security.Fourth,we should reduce the difference between urban and rural household registration rights and improve the accomplishment of rural labor force to increase the income of rural population and their sense of belonging of the rural population to cities.
