The policy of low-rent housing and pubic rental housing has been carried out uniformly since 2014.Because the public rental housing project has the characteristics of long payback period and too large investment,the government has great pressure and enterprises do not show much passion to invest in it.In most public rental housing projects,the government always plays the role of a 'parent' and is responsible for its financing,supervision and management.This kind of model is very complicated and low in efficient.For this situation,Urban-Rural Development issued the document demands local governments to try PPP in public rental housing.PPP can be comprehended in this way:the government cooperates with enterprises to build infrastructure.Using this method,the government only needs to make macro decisions and play the role of a guide and coordinator.This study firstly analyzes the theory and practice of social security project.Having a preliminary understanding of affordable housing project related issues by reading a lot of literatures at home and abroad.Learning the operation experiences and the building ideas of the concession pricing model through successful cases.so as to form the framework of this study;then,analyze the domestic and foreign social security project demonstration.Through horizontal comparison of China's public rental housing policy in mature city status quo,combined with the the successful experience of affordable housing policy in developed countries and regions.Summing up the reference opinions of the development of public rental project in our country;secondly,the pricing mechanism to make targeted research.Then,the methods of analyzing the benefit of PPP projects include real options,Monte-Carlo simulation arithmetic,NPV and so on.Current theories are mainly based on the static macro analysis of the revenue.There is a lack of the study of sensitive factors that influence the project's income.This study thus adopts system dynamics to investigate how sensitive external factors and internal factors affect the whole system revenue in public rental housing PPP projects.What's more,the use of fuzzy logic makes the simulation more realistic;Finally,this paper therefore offers an integrated model encompassing the influence factors of participants in public housing PPP projects through applying system dynamics methodology.Utilizing the case of Shenyang,the essay will discuss the influence of uncertainty factors on the model through the employment of Fuzzy Logic and how uncertainty factors simulate the sensitive factors of the benefit system.Besides,the essay will analyze the range of the concession period and the influence of the concession price on the decision-making under the expectation of the government.At last,reasonable and effective suggestions will be put forward.In this paper,the System Dynamics model provides a new solution for the concession price of PPP project,which is more scientific and practical significance.It can provide a calculation basis of concession price and constructive suggestions for decision makers.In terms of private investors,it can increase their investment trust in the project.For the local government,it can guarantee the certain profits of the investors while maintaining the public interest.In addition,the pricing model proposed in this study is not only applied to the PPP project of public rental housing,but also can be extended to other areas of infrastructure construction.
