Analysis Of Ganzhou Low-Rent Housing Operating Mechanism

To realize the low-income urban family’s housing security and to achieve their home ownership are the important livelihood issues, it is the basic obligation of the Government to ensure the citizens’housing right. The low-rent housing system is an important part of the housing security system, it is an important way to solve the low-income family’housing problem. During the "12th Five-Year" period, the number of affordable housing in China will reach to36million units. From2009to2012, China will solve the housing difficulties of the current7.47million low-income families through the low-rent housing system. The improvement of low-rent housing system will affect the building of social equity and social harmony.This thesis takes Ganzhou as an example, based on the perspective of public economics and takes the government as the main part to explain, analyze and regulate the government functions in the low-rent housing construction. And by comparison with the operating system of domestic and international low-rent housing, the thesis will study the current state of low-rent housing in Ganzhou, It will also study the problems on low-rent housing, such as the lacking functions of low-rent housing management institutions, the imperfection of entry and exit mechanism, the unseemliness on the choice of housing location, the quality problems of low-rent housing and so on. Then this thesis will put forward a proper operation mode for Ganzhou according to the actual situation in Ganzhou.The main content of this thesis will concern the research on the following parts:the development of low-rent housing in Ganzhou, the right choice of the supply model of low-cost housing, the management of low-rent housing, the security form of rent allowance, the supervision system, etc.I hope the study of this thesis can play a certain reference to the low-rent housing construction in Ganzhou.This thesis is mainly composed by the following five sections, including:Part I:Introduction,including the practical significance literature review, thesis ideas, and innovation and inadequate.Part II:Mode of operation mechanism of low-rent housing. This section introduces the public economics characteristics of the low-rent housing, the main mode of the operating mechanism of low-rent housing and the choice of the operating mechanism.Part III:Development and existing problems of Ganzhou low-rent housing. Mainly related to the development of low-rent housing in Ganzhou, Ganzhou local characteristics of the low-rent housing and the achievements and existing problems of low-rent housing in Ganzhou.Part IV:Revelation of the other cities and national affordable housing experience. Through comparative analysis of the Ganzhou City and other cities in low-rent housing system and comparison with the public housing policy of the developed countries or regions, based on the actual situation in Ganzhou City, drawing on their experience and lessons learned.Part V:Perfecting the Operational Mechanism for the Ganzhou low-rent housing, which is a core part of the paper. Hope to promote the further development of low-rent housing in Ganzhou. through improving housing management policies, the management of low-rent housing objects, and supervision and management of low-rent housing construction and so on.
