More than 30 years of reform and opening-up,our country economy has made great progress, but also is facing serious challenges, with the demographic dividend gradually disappear and further strengthen the constraints of resources and environment, ever rely on labor, traditional investment need to change economic growth mode, economic transformation development issue has become an important problem affect our country economy long-term sustainable growth. The key of the transformation is the transformation from resource and factor driven to innovation. Therefore, the innovation of science and technology has been promoted to the core of national development. The development of high technology industry with high innovation and high added value is highly valued by the government at all levels, and the status of high technology industry is becoming more and more prominent. The transformation first affects the adjustment of the output scale of the corresponding industrial sector, and will have a systematic impact on the economic content such as the distribution of national income, the use of income, capital and financial transactions, and form a chain reaction. In recent years, many scholars in China take high-tech industry as the research object, and use the industrial association theory to study the relationship between high technology industry and other industries. They believe that high-tech industries promote economic growth while stimulating the development of traditional industries, but not further a deeper study of the impact of the economic growth on the distribution of national income. In order to clarify the mechanism of the impact of high-tech industry output fluctuations,to understand the impact of conductive pathways and flows, and to provide a reference for promoting income fairness in economic structural adjustment, this paper has further quantitative analysis based on existing research literature and Increase the economic cycle of investment fluctuations-income formation-income distribution, and explore the impact of high-tech industry development on the distribution of national income.Firstly, this paper theoretically describes the basic principles of increasing the output of high-tech industries on the formation of national initial(value-added)income,and then affecting the disposable income of various institutional departments through the process of national income distribution;secondly, based on the input-output table and the national income flow table and the balance of accounts and the flow of theaccounts, the link conduction model of output growth is designed; Finally,on the basis of the 2012 input-output table published by the National Bureau of statistics, using the latest data that can be consulted, the international general "cross entropy(CE)" method is used to update it to 2015,and the empirical analysis is based on this. The results of the study indicate that the development of high-tech industries has a significant impact on the volatility of disposable income of the institutional sector,as well as the volatility of initial allocation and redistribution spending. The development of high technology industry has the greatest impact on the fluctuation of disposable income of the household sector, followed by the government sector, and third of the non-financial sector. When the final demand for the high-tech industry is increased by100 units, the disposable income of the household sector, the government and the non-financial enterprise sector can be respectively increased by 61.3349,18.4581 and16.4252 units, accounting for 61.33%,18.46% and 16.43% of the total disposable income, and the primary distribution and redistribution of the national income by the high-tech industry development. In the influence of distribution expenditure, the distribution expenditure of non-financial enterprises is the most, and the impact of the transaction on the distribution of expenditure has the greatest impact on "workers' remuneration".
