The Application Of PPP Model In The Construction Of Jingdezhen Underground Comprehensive Pipe Corridor

The underground comprehensive corridor is an important underground infrastructure in a city.With the rapid development of urbanization and the need of the construction of the sponge City,the comprehensive corridor,as a very effective means of laying and management of the underground pipe network,has been paid more and more attention by the state and local governments.As the pilot city of the second batch of comprehensive corridor pilot cities of the state and the second batch of urban repair cities in the country,the application of the PPP model of the underground comprehensive pipe corridor is of great significance to the innovation of the construction of the underground comprehensive tube corridor in Jiangxi and even add a new case of the small and medium cities in China.The focus of this study is to study the PPP project of the Jingdezhen underground comprehensive pipe corridor,and specifically analyze the application mode and characteristics of the PPP model in the construction of the tube corridor,and establish a new type of PPP financing model which is dominated by the government and the key part of the society to participate in the construction management.This is the direct way to the traditional government finance.The reform and innovation of the financing model of investment and construction projects is also an important measure to improve the efficiency and high cost of the urban public infrastructure supply,so as to effectively solve the problem of urban construction and improve the city's face.Combining theory with practice,field investigation and interview,this paper systematically studies the PPP mode of Jingdezhen underground pipe gallery by combining public product theory,new public management theory and project differentiation theory.The main contents are as follows:(1)the existing problems of the PPP model in the construction of the underground comprehensive pipe corridor in Jingdezhen.By using the combination of theory and practice,system study and on the basis of theoretical analysis for logical deduction and a series of research methods,grasp the current situation of PPP construction of Jingdezhen underground pipe gallery,and analyze the deficiencies of the project in depth,comb out six major problems in the three aspects of Jingdezhen underground pipeline Gallery PPP system,including the legal system,risk mechanism and project design.: one is the relevant legal system is not perfect;the two is the local policysupport is not enough;the three is project risk identification mechanism is insufficient;four is the risk control mechanism is not perfect;five is a professional level is not enough;the six is the transparency of project design.(2)On the basis of the research and analysis of the problems,at the same time,drawing on the successful example of PPP model at home and abroad and combining the characteristics of the city's situation in Jingdezhen,the author puts forward some countermeasures and suggestions on the optimization of the application of the PPP model in the underground comprehensive pipe corridor in Jingdezhen: one is to speed up the top of the legislation,establish and perfect the legal system;the two is to pay attention to multiple measures simultaneously,the construction of policy system of government support;three the discharge pipe combination,effectively change the functions of government;the four is to change the PPP mode concept,explore the suitable mechanism of comprehensive pipe gallery of PPP project;five is a multi pronged,perfect the mechanism of government subsidy to comprehensive pipe gallery of PPP project;the six is to pay attention to the risk identification,the establishment of comprehensive pipe gallery PPP project risk control mechanism;the seven is the introduction of professionals,establish PPP professional project management organizations;the eight is to strengthen information disclosure,build PPP feedback platform.
