The underground comprehensive pipe gallery is a public tunnel,which is used for laying municipal pipelines such as electric power,communication,radio and television,water supply,drainage,heat,gas and so on in the urban underground.As a kind of intensive municipal infrastructure,the construction of underground comprehensive pipe gallery can effectively solve the problems caused by the traditional pipeline laying,such as road excavation repeatedly,traffic congestion,environmental pollution and other issues.However,due to the huge pre construction investment and high operating costs,the underground comprehensive pipe gallery in China has not been large-scale construction and promotion.To solve the problem of construction investment and operation fee has become the necessary to promote the construction of underground comprehensive pipe gallery.Based on this,this paper attempts to introduce the PPP model into the construction of underground comprehensive pipe gallery,and on this basis to develop a reasonable pricing pricing strategy to solve the problem.Firstly,based on the study of the relevant theories of PPP model and the knowledge of underground pipe gallery,this paper demonstrates the feasibility of applying the PPP model to the underground pipe gallery project in terms of policy,economy and so on.Then,through referencing and improving PPP mode selection method based on transaction cooperation 3D framework,this paper establishes a PPP pattern recognition path method based on ownership,management rights,cooperation degree and risk sharing,and selects the PPP model which suitable for the underground pipe gallery project combined with the specific characteristics of the underground pipe gallery project.Based on the pertinence of the research direction and the generality of the research object,the paper chooses the more appropriate B-SO-T mode as the follow-up research foundation,and by using the principal-agent theory as the theoretical support,through the analysis of pricing stakeholders,pricing principles,pricing composition and pricing factors,this paper constructs an incentive compatible pricing model,based on considering pipeline units,consumer,government and social investment interests.And the applicability and rationality of the model are validated by taking the Central Link Comprehensive Pipe Gallery Project in the North District of Yan’an City as an example.The study on the pricing of the underground pipe gallery under PPP mode is mainly to solve two problems.The first is to determine the more suitable PPP mode in the current development stage,B-SO-T mode,and the choice of mode provides a new way for the government to solve the investment problem by using the PPP model.The second is to constructs an incentive compatible pricing model on the basis of taking into account the interests of many parties.The realization of the mechanism,not only can maintain the interests of pipeline units and the consuming public,but also can encourage investors to declare the real cost on the basis of meeting the investment profits,reduce operating costs and reduce the financial burden of the government.
