On Marketization Operation Mode And Its Key Strategies About Constructing And Operating Urban Comprehensive Underground Pipe Galleries

With the acceleration of China's urbanization,the demand for such pipe galleries is also growing rapidly.As a large municipal public facility,the underground pipe galleries are characterized by enormous investment,long operation period and slow effect.Compares with other countries,the development and utilization of underground space is later in China.The construction confronts a lot of difficulties,such as a lack of financing,a shortage of related laws,backward technology and old-fashioned management methods,etc.Therefore,to solve the underground problem which is faced in the progress of urbanization,a management mode of the underground pipe galleries which is suited to the urbanization process has become the immediate needs.With the rapid development of the city for municipal pipeline capacity expansion needs exponentially the number of city residents rose,for the city environment require significantly improved China's construction of the underground pipe gallery project rapidly in the country.This dissertation focuses on the underground pipe galleries,discusses the existing management model,and proposes a new management model,which is called the Marketization operation mode about the construction of urban comprehensive underground pipe galleries.To ensure the smooth application of the new mode and the public welfare property of the underground pipe galleries,the greatest advantage is to transplant a critical mass of social resources,including social capital and social management.The project of underground pipe galleries is the infrastructure of sex of a commonweal.How can social resources bring energy to the underground pipe galleries without sacrificing public welfare is the key to the construction of the underground pipe galleries.The marketing money management of the underground pipe galleries carried out in a scientific way,and to guarantee the public welfare and profitability.On the one hand,it can prevent the chasing benefit behavior of social capital on the public need of the pipe galleries project.On the other hand,the rational profitability of the pipe galleries project is guaranteed in case it is hard to make market-based financing.Therefore,focusing on the funding outflows,funding sources,funding return of the underground pipe galleries construction process,we propose the key strategies of the management 2016,although the government has made great efforts to promote the construction of underground pipe gallery,there are few underground pipe corridor projects in our country which have been completed,operated and put into production,and the relevant research literature is insufficient.According to analyzing and evaluating the management mode of the domestic and foreign underground pipe galleries,it points out the existing problems from some aspects: the imperfectness of legal system,the out-of-date managerial concept and mode,lack of science cost estimate,poor access to social finance and the lack of feasible pricing schemes,and so on.On the base of above analysis,and with the underground pipe galleries features of a massive capital demand and a long period,we put forward a new type of construction management mode,namely the Marketization & Specialization operation mode.we put forward and evaluate a new type of construction management mode,namely the Marketization & Specialization operation mode,and evaluating results are attained.The analysis findings show that it is an excellent solution for the lack of the construction funds of urban underground pipe galleries by introducing the social capital.But the game problems are among the purpose of personal capital and the public-good benefits of pipeline project.To better imply the social capital to service the construction of the underground pipe galleries,the key strategies of the Marketization & Specialization operation mode about the construction of urban comprehensive underground pipe galleries are proposed from the financing stage,investment stage,funding return and operational environment in the money management of the pipeline construction taking the money management perspective.(2)To solve the problem of funds source,the marketing financing of the underground pipe galleries can use the PPP mode,and expanding the range of private capital in the PPP mode,not only including the investment by private entrepreneurs,but also the all forms of social investment without the government.The marketing financing platform of the underground pipe galleries is proposed.It provides an easy way to add individual investors to expand new financing channel.On the one hand,it provides a more deeply liquid and diversified capital market.On the other hand,using the platform advertises the project financing,it can strengthen other interest relations but economic benefits between the individual and project,it can promote the personal investment in order to improve living conditions and the living standards of the wildlife areas.Combined with the choice of financing mode and the risk of financing platform for underground pipeline projects,the risk factors for measuring the current financing risk of underground pipeline projects were comprehensively selected,and a three-level underground pipeline project financing risk control index system was established through project analysis and cluster analysis.The importance of each index to risk control is determined by entropy method.Through the importance point out that the current underground tunnel financing risk control needs to be from the construction cost control,operation pricing mechanism,related policies and other aspects of management control.(3)The projects under Marketization operation model are based on a preliminary calculation even the feasibility study.As the uncertainty,project planning and the investment decision making are the key point of the investment control early in the project.The integrative nature of projects determines construction achievement,and the investment decisions of projects directly impact the investment control effect,especially for the pipe galleries projects,which are regional,overall local.In the dissertation,route optimization and investment decision are simulated by applying the theory of artificial intelligent.One is a simulated annealing ant colony algorithm model about underground pipe galleries and the other is a grey clustering method of fish algorithm mathematical model.They provides an effective tool for quantitative study of construction investment control of the underground pipe galleries.For arc routing problem,the optimal route is get and some design examples are given to illustrate the method and to verify its feasibility.For dynamic decision problem,a method of gray-level fuzzy clustering is used on the influence factors of data sources.With the help of the artificial fish swarm algorithm,the cluster points can be quickly located.A reasonable investment decision can be find to improve the investors' economic benefits,social benefits and environmental benefits.(4)After analyzed the financing models of underground pipe galleries and the construction cost,fund the influence factors of management pricing by engineering economics,two toll pricing model are established.One is combined the gallery fee and royalties,and other is yearly cost for underground pipe galleries without the gallery fee.Under the Marketization management,policymakers should fully consider the profit of the investors,the demand of pipeline enterprises,the local government subsidy policy and so on,and chose the rational mode in contractual form,to ensure the stability of charging management fees and the enthusiasm of investors to build such pipe galleries.(5)Perfect correlative rule and law of the underground pipe galleries,build the operating mechanism,and establish the evaluating performance system.The Marketization operation mode is applied to three zones in one place as research object for empirical analysis.This study is beneficial to improve the management theory of underground pipe gallery,may give some references to the government for their policy making,and advance the development of the comprehensive tunnel of underground pipe gallery.
