Research On Redistributive Effect Of Urban Worker Endowment Insurance System

In October 2017,Comrade Xi Jinping pointed out in the 19 th National Congress of CPC's report that the construction of social security system should be strengthened.Comprehensively build a multi-level social security system covering all the people,urban and rural planning,clear responsibility and protection,moderate and sustainable.Full implementation of the National Insurance Scheme.We should improve the basic endowment insurance for urban employees and the basic endowment insurance system of urban and rural residents and realize the national integration of endowment insurance.It can be seen from the report that the endowment insurance system has become an important part of the sustainable development of China's economy in the future,it not only plays an important role in regulating the income disparity of residents,but also is the "pressure-bearing device" for the future of our country into an aging society.Since the reform of the endowment Insurance system in the 1997,the redistribution effect of the endowment insurance system has always been the focus of our scholars ' research,and the Scholars ' policy suggestions have played a lighthouse-like role in the development of our country's endowment insurance system.However,the research on the redistribution effect of the endowment insurance system in the academic circle is still not comprehensive and detailed,and there are still some controversies in many aspects.The old-age insurance system of urban employees is the most important and extensive endowment insurance system in our country's social security system,and its development course is the process of perfecting the endowment insurance system in our country.In this paper,we use the inequality index formula and the Statistics Yearbook of China and some regional human resources and Social Security Bureau issued the relevant data of "Human resources and Social Security Development Statistics Bulletin" to calculate the redistribution effect between urban employees ' endowment insurance in different income groups and different economic conditions in China.By contrasting the change of inequality index,this paper comprehensively analyzes the present redistribution effect of the pension insurance system of urban employees.The results show that: first of all,the endowment insurance of urban employees in our country has a reverse regulation effect on the income gap of different income groups and different economic conditions;Secondly,after the pension payment,the urban workers ' endowment insurance system corrects the effect of payment link to different income groups and different economic conditions.,but the moderating effect on the income gap between different income groups is limited.Finally,in the adjustment of redistribution in different economic conditions,the positive redistribution effect of endowment insurance system is more dependent on the government's financial transfer payment and has a tendency of deepening.Through a comprehensive analysis of the Urban Workers Endowment insurance to play a redistribution of effectiveness,this paper puts forward some policy suggestions,such as strengthening the fairness of the system design,reducing the payment rate,speeding up the establishment of enterprise annuity system and optimizing the financial transfer payment,so as to make a little contribution to the reform and perfection of the endowment insurance system of the urban employees in our country.
