Research On The Partnership Of The Main Body Of Food Safety Supervision And Management

With the continuous improvement of living standards,citizens pay more attention to the health and safety of food.However,food safety accidents occur frequently in recent years,reflecting on the reasons,besides the complexity of the market situation,the singularity of the main body of food safety supervision.The lagging nature of regulatory methods is more easily criticized.At the same time,the awareness of public rights protection has increased,the new media and so on have developed rapidly,and the concept of governance has begun to rise,making people realize that perhaps the regulatory capacity of revitalizing social forces can be revitalized.Constructing multiple governance subjects and innovating supervision methods may become a new way out for food safety supervision.Based on the concept of governance and the basic elements of the cooperative relationship,this paper brings the food safety stakeholders into the food safety supervision.Using the responsive supervision theory and its model of governance theory "double pyramids" and "network governance pyramids",each subject,such as enterprises,consumers,industry associations and news media,is embedded in food safety supervision.To enable them to have a good cooperative relationship,to play their due role,to resolve the existing regulatory contradictions,to innovate the supervision mode,to draw the boundary between the government and the non-government subject,to introduce the credibility mechanism,to establish the communication mechanism,and to formulate the legal guarantee.Build a cooperative regulatory governance model in the field of food safety.However,at present,problems have been encountered in the construction of multiple governance bodies in the field of food safety,such as: the regulatory status of social forces has not yet been legalized,the goal of cooperation between the government and social forces,the ways and means of cooperation,the allocation of functions and responsibilities,The subsequent cooperation relationship management is not clear,which hinders the process of constructing the pluralistic governance subject.Therefore,at the end of the article,a formal contract is proposed to establish the legal identity and functional boundary of each subject.The aim of this paper is to construct a new food safety management model.
