Study On Intelligent Supervision Of Food Safety In Lichuan City,Hubei Province

In 2019,Prime Minister Li Keqiang proposed in the "Government Work Report" that food safety supervision methods should be innovated,focusing on the use of the Internet and big data to improve supervision effectiveness.The food safety smart supervision project can promote the coordinated operation of the entire food market,and allocate the supervision resources more reasonably and efficiently,which is increasingly used by food safety supervision departments.However,there are a lot of problems on the current smart food safety supervision project when running in small and medium cities,and its development is slow.This article selects Lichuan City,Hubei Province as a case study.Lichuan City,as a national poverty-stricken county,needs policy,institutional reform,and urban development when running the food smart supervision project.Therefore,I hope to use it as an example to solve the practical problems encountered from the grassroots on the development of smart supervision,and at the same time to provide lessons for other poor counties.By visiting,I found that five smart supervision specific projects have been constructed in Lichuan City.These projects have improved the efficiency of supervision work,but there are also smart supervision project constructions that cannot meet the actual needs,supervision system integration is not in place,system management and operation level is low,The problem of lack of corresponding guarantee and incentive mechanism for smart supervision.Then by analyzing the reasons for these problems,which I think are mainly due to the insufficient attention of the government and relevant departments,and that the management system restricts the system integration,the system operation and maintenance awareness is not in place,and the order of multi-center governance has not been formed.Finally,based on the theory of multi-center governance and the theory of social regulation,we propose countermeasures to promote smart supervision of food safety in Lichuan: change the government's concept and internally develop smart supervision;establish an efficient and cooperative smart supervision management system;development,operation and maintenance management system;improve incentives and guarantee mechanisms,and attach importance to multi-center participation in supervision.Grass-roots construction of food safety smart supervision projects requires the government to increase the level of attention,improve relevant systems and mechanisms,and pay attention to the role of multi-center supervisors such as the market and the public,only in this way can the advantages of smart supervision projects be brought into play,and the the government's food safety management capacity can be improved to ensure the safety of food market.
