A cooperative organization is an autonomous organization that people voluntarily form jointly to achieve their common purpose in the form of democratic management through common economic,social,and cultural needs.Credit cooperatives are a form of expression of cooperative organizations.They operate financial services in the form of cooperatives.This determines that it has both the characteristics of profit-making and mutual cooperation;on the one hand,its financial attributes require it to be profitable;On the other hand,its mutual aid property requires it to serve its members and reflect public welfare.Credit cooperatives in different countries have different service targets due to differences in their economic and cultural aspects.Their service model is broadly divided into three categories:The first is the closed mode of serving members only;the second is the open mode in which all members and non-members carry out all services at the same time;and the third is a mixed mode in which members conduct all business and carry out some services for non-members.The closed model focuses on the cooperative function of the credit cooperative as a cooperative financial organization,and it mainly serves the members.The open model emphasizes the profitability of credit cooperatives as a general financial institution.Its service targets are all those who are willing to invest in and undertake the obligations of members.They are not required to qualify for membership,and they are pursuing the financing benefits of credit cooperatives.The hybrid credit cooperatives are not only emphasizing the use of members as the main target of service,but also being able to carry out part of the business for non-members in a conditional manner to obtain the economic input of non-members.Because the extent of the scale of the credit cooperative's service objects varies,the size and size of the credit cooperatives determine the systemic importance of the credit cooperatives and the dependence of external funds,according to the principle of proportionality,the scale is larger,and the system is important.The macro-prudential supervisory system was adopted for credit cooperatives with high dependence on external funds,and their management was strengthened to control the steady development of the macro economy.For credit cooperatives with a relatively small scale in economically underdeveloped regions and a low level of dependence on external funds,their supervision should be relaxed accordingly to rejuvenate their vitality.This article compares and studies the credit cooperative law of different countries to sum up the characteristics of different service object models and the laws that they produce and the status quo of China's credit cooperatives development and supervision:China' s credit cooperatives should adopt a special open model,that is,for all members and Non-member services,but also to emphasize service for the members,but also provides that the credit cooperatives should provide certain performance evaluation standards for the members.
