Research On Financial Support Policy Of Rural Land Circulation

China is a large agricultural country,"three agriculture" problem is an important problem related to the beneficial to the people's livelihood and the land is the basic means of production,farmers,is the foundation of agriculture,strengthen the financial support of the rural land circulation,reasonable and orderly transfer of rural land,can promote land scale,intensification and industrialization.Accelerate the construction of rural labor transfer and new towns.In recent years,a series of land transfer policy,will speed up China's land circulation,but also to the development of China's rural finance to create opportunities for development.The party's nineteen major reports clearly make it necessary to further deepen the reform of rural land and improve the "three rights"separation system of agricultural land.Maintaining the stability of farmland contract rights and long-term change,the second round of farmland contract expires,and then extended for thirty years.This is conducive to land circulation and land finance development.The paper summarizes the land circulation related concept and theory,then analyzes the significance of land transfer,land transfer again on the financial supply and demand in China is analyzed,based on the present China's rural land circulation status and financial support of the model and the analysis found that the current China's rural financial support of land circulation there is a single,narrow channels of financing for rural credit,the lack of rural agricultural insurance lags behind,rural land value assessment problems and restricting factors of our country,then analyzes the case of Junan County,summarized the experiences of financial support for land transfer.Finally,on the basis of the previous analysis,by referring to the successful experience of foreign countries,combined with our country's actual situation,this paper brings forward the solution to the problems of financial support in rural land circulation in China.
