In the process of rapid urbanization,the population agglomeration effect is gradually highlighted,the economic strength is increasing,and the scale of urban and rural land use is expanding.With the urban and rural land scale expansion,how to meet the needs of urban and rural economic development and the overall planning of land use,rational allocation of urban and rural construction land indicators,the scale and speed of urban and rural construction land should be synchronized with the new urbanization,so that the sustainable development of new urbanization is a urgent problem.Based on the development of the new urbanization,in the light of the principle of fair efficiency,analysis the current situation of the urban and rural construction land in Sichuan Province,try to build a dynamic,systematic and sustainable urban and rural construction land optimization allocation model,in order to find out how to realize the optimal allocation scheme of urban and rural construction land to meet the needs of the new urbanization development under the constraint of total amount.Therefore,this article starts from the connotation of the new urbanization,constructing the index system with five dimensions of economic,social,population,resources and environment,urban and rural areas,determining index weight by structural equation model,comprehensive measures the development quality of new urbanization in Sichuan Province in the past 2003-2015 years,forecasting the quality of new urbanization in the short term(2016-2020).At the same time,on the basis of the new urbanization indicator system,combining urban and rural construction land capacity index to construct urban and rural construction land optimization allocation index system,to explore the optimal allocation scheme of urban and rural construction land based on the gini coefficient method,according to the difference before and afterthe optimization of the allocation scheme,the urban and rural construction land in sichuan province is partitioned,corresponding countermeasures and suggestions are put forward for different districts,it is expected to provide new ideas for the rational promotion of the development of new urbanization and the fair and rational distribution of urban and rural construction land.The results show that:(1)The quality of new urbanization in the study period is increasing year by year in the time series,Chengdu has the highest level of development,followed by Panzhihua,and there are great differences among other cities,Bazhong and Ganzi are at the bottom.On the spatial dimension,the quality of new-type urbanization is centered around chengdu,the distribution pattern of layer by layer from inner to outer layer,the more intense changes in the study period are mainly concentrated in the northeastern and southern parts of the basin,the difference between regions is becoming more and more obvious.(2)The GM(1 1)model is used to predict the development level of new urbanization in Sichuan province for 2016-2020 years,all the results of each index have reached the requirement of precision.Over the next five years,the quality of new urbanization level of sichuan province will keep rising trend,but the new urbanization growth rate of the subsystems of the obvious difference,the resources and environment and the promotion of urban and rural areas as a whole,the growth of population urbanization and economic urbanization is secondary,and the improvement of social urbanization is the slowest.(3)Based on Gini coefficient method,the optimal allocation scheme of urban and rural construction land accounts for both the efficiency and fair demand of resource allocation,and improves the rationality of the allocation scheme,the Gini coefficient of each index in the total allocation scheme of urban and rural construction land is obviously declining compared with the current total allocation scheme of urban and rural construction land.According to the change range of the total amount of urban and rural construction land in each city,it is divided into four types,Ganzi,Liangshan are the areas of large reduction of urban and rural construction land.Yaan,Leshan,Zigong,Neijiang,Yibin,Bazhong and Guang an are small reduction areas for urban and rural construction land.Chengdu,Meishan,Ziyang,Suining,Aba,Guangyuan,Nanchong,Dazhou,Panzhihua and Luzhong are the small increase areas for urban and rural construction land.Deyang,and Mianyang have greatly increased the area of urban andrural construction land.
