With the advent of the era of knowledge economy, all countries in the world have generally recognized the important role of technological progress on economic growth.Especially, the impact of R&D(Research and Development)on economic growth has been paid much attention by scholars.Scholars from traditional economic growth theory and endogenous growth theory affirmed the role of R&D activities in promoting economic growth, and also explored the impact of R&D spillovers on economic growth.Existing research focuses on the influence of international R&D spillovers on China's economic growth, the influence of R&D spillover on regional economic growth and the influence of inter-industry economic growth.Based on the theory of endogenous growth and the spatial econometrics method, this paper analyzes the impact of R&D input and spillover effects on economic growth from the national, eastern, central and western regions. This paper first sorts out the concept and type of R&D,discusses the connotation of R&D spillover, the theory of economic growth, the influencing factors and mechanisms of R&D input, and the channels and mechanisms of R&D spillover.Through these theoretical analysis,we can better understand the internal mechanism of R&D input and spillover effects on economic growth, and provide a theoretical basis for subsequent empirical analysis.Secondly, with the help of spatial econometrics, the impact of R&D input and its spillover effects on economic growth are studied based on the extended Cobb-Douglas knowledge production function model. The basic theory and spatial panel model of spatial econometrics are introduced. Then the spatial correlation analysis is studied between provincial economic development and China's R&D input. It is found that there exists spatial agglomeration between China's provinces economic development and innovation of distribution. Then according to the space panel data model, the roles of R&D input and its spillover the effect on economic growth are studied. The results show that,R&D input has become the most important factors behind capital in the input factors driving economic growth in the second nationwide, and R&D input and spillover effects have similar contributions to economic growth. From the area of the regions,R&D input and spillover effects have the greatest impact on the eastern region, and tend to decline in the eastern, central and western regions. The labor force factor has the strongest driving effect on the central region, and the capital factor has the strongest driving effect on the western region. Finally, according to the above theoretical analysis and empirical research results, this paper put forward some relevant policy recommendations for the government innovation policy making.
