In the background of the new era,scientific and technological innovation plays an increasing role in economic and social development.The scientific and technological innovation public service platform are highly valued by local governments by means of setting up the production and research environment,attracting capital and technological investment,the conversion of their achievements which are important catalysts for regional scientific and technological innovation activities.With the higher demands for innovative environment and services,stable and efficient scientific and technological innovation public service platform is of great importance.The evaluation of the current performance is needed in order to promote the healthy and orderly development of the platform which can help to find out the shortcomings in construction and operation.According to the evaluation,it is easier to put forward some corresponding policy recommendations which can get rid of The Cask Effect.Now,Chinese scientific and technological innovation public service platform is still at a groping stage,and there still exist several issues in the methods of performance evaluation.Therefore,exploring the establishment of a scientific and rational performance evaluation system of the scientific and technological innovation public service platform is of great importance in improving the ability of innovation and giving full play to the scientific and technological innovation in the aspect of boosting economic and social development.The idea of the Balanced Score Card is consistent with the overall development idea of scientific and technological innovation public service platform.At the same time,the internal characteristics of performance management and strategy execution can effectively solve the problems of the strategic objective and performance management in traditional performance management.By formulating the macro-strategic map of the public service platform for scientific and technological innovation,the platform is set up to realize the assessment goal of building and running multi-dimensional equilibrium.The structure of the paper starts from the theoretical basis of the performance evaluation of the public service platform for scientific and technological innovation,the significance of the functional positioning.The performance evaluation of the public service platform for scientific and technological innovation will be clarified,and the latest concepts of domestic and international public service platforms for scientific and technological innovation and performance evaluation will be summarized.Through practical exploration,the feasibility of using the Balanced Scorecard to evaluate the performance of the public service platform for scientific and technological innovation was analyzed.At the same time,based on this,a performance evaluation system using the Balanced Scorecard concept is constructed,and a strategic map of the performance management of the public service platform for scientific and technological innovation is drawn,and corrections and adjustments is made in the four dimensions of the traditional enterprise balanced scorecard.The output in the original financial dimension is adjusted to technological output based on the characteristics of the public service platform for technological innovation.For the four dimensional breakdown indicators,the customer dimension indicators are divided into: platform user acceptance,platform user related interest output;financial dimension indicators are divided into: platform investment,technology output;internal management dimensions are divided into: external cooperation status,operation system guarantee;the dimensions of learning and growth are divided into: platform construction,staff capabilities.These first-level indicators are converted into quantifiable secondary indicators,and then the indicators are weighted using the analytic hierarchy process to establish an index system suitable for performance evaluation of public service platforms for scientific and technological innovation.In the performance evaluation of the public service platform for scientific and technological innovation in Jiangxi Province,a fuzzy comprehensive evaluation was used to evaluate the specific performance of each indicator in the four dimensions.The platform's comprehensive performance rating was obtained,and finally the public service for scientific and technological innovation in Jiangxi Province was obtained and got the results of the platform performance evaluation.Based on the qualitative analysis of the Jiangxi Province's scientific and technological innovation public service platform and the performance evaluation results based on the Balanced Scorecard,the results show that there are problems including the redundant platform construction,insufficient total number of innovative carriers,low level of informationization,and insufficient investment in talents,funds,etc.In response to these “shortcomings” that constrain the healthy development of the platform,we propose to do a good job of coordinating work under the premise of positioning the platform,and strengthen the ability to integrate resources.At the same time,we cannot overlook the important role of informatization in upgrading modern service standards and using information technology to build various platforms with a good user experience.Efforts to attract capital and intelligence should be strengthened to ensure the stable operation of the platform.In addition,the innovation capability of the enterprise and the utilization rate of the platform resources can also be promoted by issuing technology innovation vouchers.Finally,the operation of the platform can also be achieved through the promotion of market-oriented operations to enhance the operational capacity of the scientific and technological innovation public service platform.
