The Study Of The Integration Degree Of Industry And City And The Integration Efficiency Of Industry And City Of Beijing Tianjin Hebei New Urban Area

Under the background of new urbanization,urban agglomeration is gradually becoming the most dynamic regional structure in China's economic development.As an important carrier for the centralized allocation of various advanced production factors and an important platform for industrial agglomeration in the urban agglomeration,the reasonable allocation of the spatial location relationship and the production city function of the new urban area in the region which is one of the key factors to enhance the spatial structure of urban agglomeration,upgrade the industrial structure,improve the level of urbanization and improve operational efficiency.However,due to the deviation of the development concept of the new urban new area in the early period of construction,paying too much attention to the development of the industry,neglecting the function of city,lacking wholeness of planning idea,and the extensive construction methods,which lead to the following problems in most of the urban areas in China,such as "production","city","people" separation,Interaction with the mother city or urban agglomeration is not enough,planning is difficult to link up,land inefficient use,idle and waste phenomenon is serious,and park ecological construction is backward.Therefore,under the background of coordinated development of urban agglomeration and the double pressure of urban space optimization and industrial structure upgrading,the new urban areas began to seek the development path to the new town.On the one hand,the new urban area needs to undertake and solve the partial industry,urban function and population pressure of the mother city or the urban agglomeration.On the other hand,the urban new area needs to merge with the mother city or the urban agglomeration in order to obtain wider space and resources for development.The Integration of industry and city is not only the goal of optimizing new urban area land use function and spatial structure,but also an important way to reconstruct social and economic space in urban agglomeration.Based on the perspective of the coordinated development of urban agglomeration,under the background of a new round of the development of the new urban area,taking the typical economic and Technological Development Zone within the scope of the Beijing Tianjin Hebei Urban Agglomeration as the research object,constructing the evaluation index system of the degree of integration of industry and city of urban New Area,applying the AHP to determine the index weight,so as to calculate the degree of integration of industry and city of the urban new area.In addition,this paper build the input-output index system of the urban new area integration of industry and city,and use DEA to alculate and evaluate the efficiency of integration of industry and city of the urban new area.Finally,based on the two dimensions of the integration degree of industry and city and the integration efficiency of industry and city,constructing the four sub map management matrix and dividing the new urban new area into four types: which are transformation zone,support area,optimization area and rectification zone,and putting forward the existing problems,cause analysis and countermeasures.The results show that Beijing economic and Technological Development Zone and Tianjin economic and Technological Development Zone are the type of transformation area,and have basically been transformed into the new town,which should maintain the stable development of the existing development situation.The economic and Technological Development Zone of Qinhuangdao is the new area of the support district type.The integration efficiency of industry and city is high,but the integration degree of industry and city is low.It should be focused on improving the situation of the integration of industry and city of its own and the integration with the mother city.The following problems exist in varying degrees in all three development zones: "industry","city","people" separation,lack of interaction with the mother city or urban agglomeration,low efficiency of land intensive use,and backward ecological environment construction.In addition,the resource surplus of Beijing economic and Technological Development Zone is serious,the disparity of resources allocation between urban new districts in Beijing,Tianjin and Hebei Urban Agglomeration is very wide.It is necessary to realize the fair distribution of the resources of the new urban new areas so as to make it flow to the new area with scarce resources.
