On The Government Incentive And Agricultural Enterprises Innovation

Food is the priority of the Government,while agriculture is the foundation of the state.As a great agricultural country,peasantry is the main body of the Chinese population;agriculture is the basis of the national economy,and the stability of the countryside is the key to social stability.Since the 1sth National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to the development of the "Problems about Agriculture,Rural areas and Peasantry" and has put forward many new ideas,new concepts,and new conclusions which point out the way for the development of "Problems about Agriculture,Rural areas and Peasantry." At present,agricultural enterprises in various regions of China have developed rapidly and have gradually become an innovative move for agricultural development in recent years and have become a new form of modern agricultural development in China.Supported by modem science and technology,through enterprise system innovation,the sustainable development of agricultural enterprises applies.modem management concepts,extensively absorbs social funds,integrates various production factors such as land and labor,optimizes the allocation of natural resources,and conducts the adjustment and transformation of traditional agricultural structures to achieve a new type of agricultural business with scale management.The thesis explains the relevant concepts of gove.rnment incentives and agricultural enterprises,analyzes the definition of agricultural enterprises,government incentives,and agricultural enterprises innovation,and discusses the theoretical sources of government incentives and agricultural enterprises innovation,including general government incentive theory,agricultural location theory,and agricultural technological innovation development theory.In the thesis,the author analyzes the reasons why the government encourages innovation in agricultural enterprises.Among them,in a complex extermal environment,government incentives can optimize market structure,enhance market-oriented functions,and promote the adaptation to marketization requirements;in the internal environment that is to be optimized,the government Incentives can adjust the innovation of the agricultural enterprise's own system and eliminate the limitations of the agricultural enterprises.At the same time,government incentives can also create opportunities for the development of agricultural enterprises.In the thesis,taking the Wangcheng District of Changsha as an example,the thesis analyzes the status quo of the innovation of agricultural enterprises in Wangcheng District.The basic characteristics of the agricultural enterprise innovation in Wangcheng District include the diversification and concentration of the development of agricultural enterprise function,the internationalization of agricultural enterprise management,and the popularization of agricultural innovation concepts.It also discusses the problems existing in the agricultural enterprises innovation in Wangcheng District,including the innovation costs and the lack of research and development expenses of agricultural enterprises,backwardness in technology and relative shortage of professionals,and scattered resource elements in the development of agricultural enterprises.Meanwhile,the author analyzes the current situation of the Wangcheng District government's incentive policy for innovating agricultural enterprises.Wangcheng District promotes the implementation of the policy of innovation support for agricultural enterprises by strengthening the construction of agricultural brands,accelerating the integration of rural industries,and focusing on the transformation of scientific and technological achievements.Furthermore,the thesis discusses the deficiency of the Wangcheng District government's incentive for the innovation of agricultural enterprises in terms of the lack of exploration of incentive mechanisms,the persistence of traditional administrative ideas,and the lack of government investment in agriculture.In addition,the thesis concludes five trends of the Wangcheng District government:to encourage agricultural enterprises to strengthen the main position of enterprise innovation,to improve the technological innovation evaluation mechanism,to increase the efficiency of allocation of science and technology investment,to perfect the incentive policies for talent training,and to promote the construction of supporting service platforms.Finally,the strategies of government incentives for innovation in agricultural enterprises is sorted out:the Government should introduce the competition mechanisms to encourage institutional innovation of agricultural enterprises;the Government should adjust the taxation policies to encourage the technological innovation in agricultural enterprises;and the Government should promote the talent introduction policies to optimize the innovation of agricultural enterprise management concepts.
