In recent years,vigorously for poverty alleviation in the country under the influence of policy guidance,many less developed areas in view of the country launched a variety of ways for poverty alleviation,the precision of poverty alleviation,under the framework of country through policy support to improve the rural structure,the development of tourism construction,make the farmers out of poverty real poverty and becoming rich.However,due to the lack of attention paid to the project risk by the development enterprises,the lack of management control is not enough,which leads to the increase of project risks.In the end,the project will not be completed successfully and the developers will be changed again and again.Due to the reasons,most enterprises do not have sufficient analysis on the risk of the project and cannot carry out accurate risk control.Therefore,this article after the comprehensive analysis was carried out on the scenic area construction projects,using the method of FMEA analysis of scenic spot construction projects scientifically correct identification and risk management,managers to provide clear direction of the risk management for the enterprise.At the same time the enterprise profit and rural poverty alleviation link together smoothly,promote scenic area construction and the common work of poverty alleviation projects,rural scenic spots for the similar construction project risk management theory support and practical reference.This thesis reviews the research status of scenic spots construction projects at home and abroad,and elaborates on the characteristics and classification of the risks and features of scenic spot construction projects and development.Based on this,the FMEA-failure mode and impact analysis method was introduced.According to the development history and research status of the FMEA,the political,social,economic,nature,construction,finance,operation,security and other aspects of the scenic spot construction project were involved.Conduct a systematic analysis of risk factors and identify potential or known factors one by one.Then,through the decomposition of the task of the scenic spot construction project,it is divided into the total target level,the first-level criterion level,and the second-level criterion level.Eight primary risk indicators and 55 secondary risk indicators are selected and established.Based on the FMEA risk assessment index system.Then use the analytic hierarchy process(AHP)method to assign index weights and the fuzzy comprehensive evaluation method to evaluate the effects of the constructed risk assessment model.The combination of the two subjective and objective analysis methods,qualitative analysis and quantitative analysis jointly process data and conclusions,and obtain the final evaluation results.The purpose is to identify and manage scientifically and accurately the risk of the scenic spot construction project through the FMEA analysis method,and provide clear direction of risk management for the enterprise managers.Finally,through the case study of the Wanshou Mountain Scenic Area project in Bazhong City,the final evaluation of the construction of the risk assessment system based on the FMEA analysis method was conducted to improve the efficiency of the risk management of the construction of the scenic spot and improve the risk identification system of the scenic spot.The risk identification method for scenic spots construction will promote the sustainable development of scenic spots construction and poverty alleviation in rural tourism.
