The LianYungang Government has proposed several policies to support portdevelopment driven by international trade. However, because of policies delay andpractical flexibility, there is still some problems during the coordination developmentof port and city.This paper, combined with strategy of Silk Road Economic Zone,make a study on coordination development of port and city on condition of weakindustry of economic hinterland, non-convenient transportation system,and so on.Firstly, the connotation of port and city were introduced and then impacts andcoupling development mechanism between port and city were refined. The existingproblems of coupling development between port and city in LianYungang werediscussed from the aspects of coupling coordination degree and RCI based on theabove analysis. Moreover, the system dynamic model of Port and City wasconstructed to solve the above problems.In the process of modeling, port fix capitalinvestment, port capacity, GDP and near-port industries output were choosed as thekey indicators to present the coupling development mechanism between port and cityfrom the aspects of port facilities, port development scale, economic developmentlevel and vitality of port city. The results showed that the coupling development stylesof LianYungang port and city experienced from mild recession to mild coordinateddevelopment and then to medium coordinated development in the following fortyyears under the current policies; the economic-driven model was adopted to achievethe goal of coastal development planning in Jiangsu Province and cityoverall planning in LianYungang(2008-2030)between2010and2028and then thesociety-driven model was adopted between2028and2050considering the couplingcoordination degree between port and city. Finally, suggestions on improvingindustrial structure and freight amount of contribution from western and buildinggreen and sustainable port were proposed according to the simulation results.
