Research On Performance Evaluation Of Financial Special Funds From The Perspective Of Public Satisfaction

At present,under the background of China's advocacy of building a service-oriented government,the thought of "people standard" has become the starting point of the government at all levels.The government has gradually established the idea of providing public products and services for the society,and the government's public financial expenditure has been increasing.How to effectively improve the performance of the financial use of financial affairs has been paid more and more attention by the society and the public.With the performance evaluation as the core of the new public management idea unceasingly thorough,the government special funds investment continued to increase,the government performance of public sector expenditure evaluation has become an important part of government performance management,it is also the realization of citizen participation in politics,the best way to promote the effective link between the government and the public.The performance evaluation of the financial special funds is still in the exploratory stage in China,and the proportion of the public satisfaction in the performance evaluation is still exploring.In this paper,the theory of government performance management,result oriented theory,customer satisfaction theory and other related theories are used as the theoretical basis.Through the literature survey,comparative analysis,case analysis and other research methods,the current special fund performance evaluation practice of Zhanjiang post industry development in Guangdong province is analyzed.The problems and reasons such as imperfect index system,single evaluation subject,lack of publicity and binding force are analyzed in the performance evaluation of special financial funds.Secondly,this paper makes a comparative analysis on the performance evaluation model of the developed countries,such as the United States and the United Kingdom,and sums up its successful experience.Finally,combined with the local reality,we improve the evaluation method,and propose a way of combining self-evaluation and third party evaluation to optimize the index system and the proportion of weight distribution in the evaluation system.The improvement suggestions on how to implement the evaluation of public satisfaction and the performance evaluation of the financial special funds are put forward from the aspects of system guarantee,evaluation institution setting,evaluation system construction and satisfaction evaluation constraints.The government financial expenditure performance evaluation can give full play to the role of public satisfaction,enhance the credibility of the results of performance evaluation,and finally achieve the purpose of scientific and rational use of financial special funds.
