Evaluation Studies, Based On The Social Development Of The Public Satisfaction

Development is the mankind's eternal topic. And developing view is a kind of philosophy theory as well, which need to answer the four basic questions. There are what the development is, why we need to develop, how to develop and how to evaluate the development. The establishment of developing view sets up the development mode at different stage in different society.During the twenty years since reform and opening, all the fields in our country have got great achievement which attracted the whole world attention. With breaking through USD 1000 per-capita GDP, China has gone into the new history stage to wholly build up the affluent society. But, at the meantime, the back of success also conceals a crisis. The environment and development crisis have really threatened the continuous development for our country. We need to think of the achievement and loss for our society development during the over 20-years reform and the choice of development mode in the stage.The decision about cracking several problems existing in socialism market economy system, which has been passed in three round of the 16th party meeting, put forward that, the persistence of keeping people center, and setting up the complete, moderate and continuous developing view, will promote the overall development of the economic and society. Moreover, it emphasized the target of five orchestrations, which is orchestrating both cities and countries development, orchestrating the district development, orchestrating economy and society development, orchestrating human being and nature development together, orchestrating domestic development and open outward. This is the new explaining of Marxist society development theories in contemporary China. Our party named this new developing view as the Scientific Concept of development. How to make a scientific evaluation to the social development under the instruction of this scientific developing view is the main content of this dissertation.In the theory research part of this dissertation, by researching the developing view change and developing evaluation theory, it explains the real intention of the scientific developing view, and puts forward that the evaluation to the social development has different standard, which should include productivity, system and human being's overall development. The productivity standard is the basic one for the social development evaluation. The system standard is the intermediary one for the social development evaluation. The human being overall development is the core standard for the social development evaluation. According to the instruction ofkeeping people center in the science developing view, the author gives the idea that the ultimate target of social development should be to improve living quality and make people satisfied. By using the concept of customer satisfaction in the business management, the author provides the concept of Pubhc Satisfaction Degree (PSD) in the social development evaluation. The Public Satisfaction Degree means, the kind of subjective opinion whether the social development meets the pubhc need itself by comparing the afterwards actual feeling with expectation in advance. PSD measures the public satisfaction degree. PSD emphasizes the people's participation in the social development. The social development evaluation based public satisfaction, realizes the human being's overall development as the core standard in social development evaluation.This article makes the structure analysis from both supply and need's side by using the concept of supply and demand in economic field. Then, from the people's experience, constructs the social development evaluation system using public satisfaction as the direction. With the basic of development evaluation system, by using the customer satisfaction degree model theory, and combining characteristics in the social development evaluation which makes public satisfaction as the direction, the author constructed public satisfaction measuring model including five structural variables and several cause and effect relations for social develop evaluation. The building of evaluation system and measuring model makes it realize to deepen the social development evaluation based public satisfaction from principle to methods.Corresponding to the cause and effect relation of all structural variables in the theory model, the author sets up the mathematical model of public satisfaction. With the mathematical model, by using PLS and LISREL calculating methods and contrast analysis, the author points out t the latter is a better way, according to the needs of the public satisfaction testing purpose, model structure and the data quality of the empirical research and data requirement.In the empirical research, the author mainly completed the following work. First, set up social sub-system public satisfaction evaluation index system, designed satisfaction questionnaire and investigation project. Second, by carrying on the empirical analysis, verified the possibility of the social development evaluation system with public satisfaction as the direction and public satisfaction model, and verified the assumption of the model calculation way. Due to the huge evaluation system and various objective reasons, the author only made the public satisfaction degree investigation in social sub- system. From the empirical research, the main conclusions as follows:First, the evaluation system and satisfaction model are totally scientific on the theory level, and can be put into use on the practical level. The evaluation of socialdevelopment can rise people participating consciousness, and give some kind of utilization function for the government to make development planning.Second, the empirical research project, questionnaire and executive plan are basically reasonable, and really have maneuverability.Third, the selection of the model calculation way on the technique level is reasonable. From the model computing result, the logic and quantities relation among the latent variables and between the latent variables and manifest variables basically match the model assumption and the experience data.It is really need to say that, after passing the suggestion of the 11th five-year plan made by the central government for national economy and society development in the five round of the 16th meeting of China Communist Party on October 11, 2005, all the state governments have led crowd satisfaction, people's satisfaction and public satisfaction into social development evaluation and the government evaluation. It is a pleasant phenomenon. But, there are two problems as well. First, the majority of investigations didn't set out from the people's subjective side, or it's really hard to realize people subjective feeling. Second, confuse the differentiation between satisfaction degree and satisfaction rate. Satisfaction rate is only satisfaction ratio among the people investigated. But, satisfaction degree is a comprehensive evaluation index by using econometrics to measure all kinds of variables about expectation, feeling and complain to this investigation project from the people who were investigated. The final purpose of satisfaction degree investigation is not only to get the satisfaction condition from those people who were investigated, but also to find out which aspects have the strongest influence to mark the satisfaction degree index, and which aspects are improved can greatly rise the people satisfaction.In the end, not only from the depth on the theory level, but the width on the empirical level, the thesis still exists very huge shortage, and need further research and argumentation, which will be a really important work and last a long time.
