Most of the performance appraisal systems of group state-owned enterprises in China adopt relatively simple evaluation indicators,which have defects in the depth and breadth of the evaluation and need to be continuously improved.Establishing a scientific and reasonable enterprise organization performance appraisal system can help enterprises establish and improve performance evaluation systems,improve enterprise operation efficiency and core competitiveness,and enhance their strategic implementation capabilities.Therefore,based on the balanced scorecard,this paper studies the performance evaluation of the subsidiaries of coastal development group,analyzes the existing problems in the current performance evaluation system,and then designs the scheme of its organizational performance evaluation system,in order to make up for the deficiencies of the system and achieve the group’s strategic development goals.Taking coastal development group as an example,this paper studies its performance appraisal system based on the balanced scorecard.First of all,the performance appraisal system of coastal development group is theoretically analyzed by using the theory of enterprise strategic management,contingency theory,core competitiveness theory,system theory and the theory of modern state-owned enterprise system with Chinese characteristics.And then,the current situation of the performance management system of coastal development group is analyzed to find out the problems in the performance appraisal system;secondly,the PEST analysis method and space matrix are used.The paper analyzes the strategic objectives of coastal development group,analyzes its core competitiveness w ith VRIO framework,and puts forward a unique evaluation system based on the problems existing in the existing performance evaluation model.Thirdly,the performance evaluation system of the subordinate enterprises of coastal development group is designed,mainly including financial dimension,customer dimension,internal operation dimension and learning and growth dimension To assess indicators,the weight of each assessment element is calculated by analytic hierarchy process,and the scoring standards of each indicator are designed to form an assessment and evaluation system closely linked with the group’s strategic objectives.Finally,through the simulation assessment of the subsidiaries of the coastal development group,the practical demonstration is ca rried out,from four aspects: corporate culture,performance appraisal system,communication mechanism,human resource management system,etc.Put forward effective measures to guarantee performance appraisal.Based on the balanced scorecard,this paper discusses the performance appraisal system of coastal development group,which has a certain enlightenment for the non competitive state-owned enterprises with resource advantages to optimize the performance appraisal system.
