The historical and cultural district is a witness to historical changes and urban development. It has rich cultural heritage and connotation and is an important component of human civilization and social progress. However, with the continuous development and use of historical and cultural district, commercial development has gradually increased, resulting in cultural decline and environmental deterioration in the district, and it is unable to display its own cultural charm.Numerous practices have proved that moderate commercial development is one of the modes for the sustainable development of historical and cultural district.Based on the theory of experience economy, this article tries to construct the historical and cultural district commercial development evaluation system, and uses a new perspective to formulate detailed and reasonable development measures to solve the problems existing in the commercial development of the neighborhood, and to guide the streets to be scientific, rational and sustainable. The core content of this article's research is mainly the historical and cultural district commercial development evaluation system that is established based on the empirical economic theory.Through in-depth research and analysis of historical and cultural district around the protection and utilization, commercial development and experience economy and other related theories and practices that constructs a research framework that combines experience economy and commercial development in historical and cultural district from the historical and cultural district of commercial development model, current problems and development trends. On this basis, the preliminary commercial development evaluation factor group was established for historical and cultural district from the four aspects of commercial factors, historical and cultural factors, commercial building factors, and commercial landscape space factors. The final evaluation factor group is confirmed after several rounds of expert consultation, continuous screening and correction. Then it determines the weight value of each evaluation index through AHP.According to the size of the weights, the evaluation system of commercial development was formed about the historical and cultural district under the experience economy.Due to the diversity of historical and cultural districts,as well as the existence of regionality and particularity,we have also obtained comprehensive evaluation values based on the evaluation system that uses a fuzzy comprehensive evaluation method, and collects and summarizes the evaluation scores of each factor, and then performs a comprehensive weighted calculation. It can adjust and correct the evaluation system so as to achieve the scientific and objective results of the entire evaluation. Finally, taking the historic and cultural blocks of Kaifeng City as an actual case, the commercial development evaluation system constructed was applied to the historical and cultural blocks of Bookstore Street and Bridleway Street. The results of the comprehensive evaluation were obtained, and a comparative analysis was made. The corresponding optimization suggestions were put forward. Finally, this study summarizes and reviews and points out the shortcomings and prospects. The evaluation system of commercial development in historical and cultural districts under the experience economy needs constant adjustments and revisions of relevant indicators in accordance with social and economic development. It will be supplemented and improved during the continuous inspection and practice in the later period, and strives to ensure the scientificity and accuracy of the evaluation results.
