Research On The Development Of Urban-rural Integration In Shanxi Based On Urban-rural Interaction

China's urban-rural relations have improved since the reform and opening,but the gap between urban and rural areas still exists.As a resource-based region,Shanxi not only has the common problems of the whole country,but also faces many in-depth personality problems.The Nineteenth National People's Congress and the 2018 Central Economic Work Conference have listed "improving the system and mechanism for the integration of urban and rural" as the key tasks.The "13th Five-Year Plan for Shanxi Province" and the "2017 Shanxi Provincial Government Work Report" also successively proposed "improving the system and mechanism for the integration of urban and rural".It can be seen that seeking an appropriate countermeasure for the development of Urban-rural integration is an important strategic choice for Shanxi.This article can enrich existing theories and guide the development of Shanxi's urban-rural integration.Based on the literature review,this article defines the concept of urban-rural integration,analyzes the realization mechanism of urban-rural integration from the perspective of urban-rural interaction,and divides the model of the development of urban-rural integration from five criteria: domain,policy,space,hierarchy,and dynamic.Comprehensively consider the actual situation,the paper select the dynamic classification to analyze Shanxi's model of the development of urban-rural integration.According to the implementation mechanism of urban-rural integration,this article establishes a reasonable index system of urban-rural integration,and then measures the level of Shanxi's urban-rural integration by entropy-TOPSIS method.Based on pattern analysis and level measurement,the problems existing in the development of Shanxi's urban-rural integration are explored.Finally,in response to specific problems,this article proposes measures and suggestions to speed up the development of urban-rural integration in Shanxi.The main work,conclusions and innovations of this article are as follows.(1)This article classifies the model of the development of urban-rural integration from five criteria: domain,policy,space,hierarchy,and dynamic.Many studies have classified the model of the development of urban-rural integration from the integration's domain and urban-rural integration's policies.From the perspective of interaction between urban and rural areas,this study innovatively divides the model of the development of urban-rural integration according to the urban-rural hierarchy,spatial layout,and dynamic.According to the different spatial layout,it can be divided into urban suburbanization,rural urbanization and town groupization;According to the different urban and rural hierarchy,it can be divided into factor market integration,product market integration,and channel construction integration;According to the different development dynamic of urban and rural integration,it can be divided into economic development interacting model,policy implementation pulling model,technology progress driving model,and facility construction improving model.(2)Comprehensively consider the actual situation of shanxi,this paper select the dynamic classification to analyze its model of the development of urban-rural integration.economic development interacting model,policy implementation pulling model,technology progress driving model,and facility construction improving model is the four major model of the development of urban-rural integration in Shanxi.Among them,the model of resource industry pulling,the model of resettlement relocation,the model of eco-tourism interacting,the model of e-commerce driving,the model of county-township medical integration and the model of compulsory education equalization are innovations in the development of urban-rural integration in Shanxi.(3)According to the implementation mechanism of urban-rural integration,this article establishes a reasonable index system of urban and rural integration,and then measures the level of Shanxi's urban-rural integration.Many scholars use urban-rural gaps to assess the level of urban-rural integration.In the perspective of urban-rural interaction,urban-rural integration is the process of achieving coordinated urban-rural development through the full flow of production factors and products between urban and rural areas.However,the full flow of production factors and products needs to rely on the construction of urban-rural channels.Therefore,this study selected third-level indicators from four aspects: the degree of flow of production factors,the degree of industrial integration,the degree of channel construction,and the degree of urban-rural gap.This paper constructs a scientific and reasonable evaluation index system,and uses the entropy-TOPSIS method to measure the integration level of urban and rural areas in Shanxi.Through the analysis of the measurement results,the paper finds that the level of Shanxi's urban-rural integration have been rising year by year.However,the mobility of production factors and the degree of industrial integration are the “shortcomings” of the development of urban-rural integration in Shanxi.The overall level of urban and rural integration in Xin zhou and Lvliang isrelatively backward.(4)Based on pattern analysis and level measurement,this paper explores the problems existing in the development of urban-rural integration in Shanxi,and put forward constructive Suggestions.The lack of free flow of production factors in urban and rural areas,the incomplete integration of urban and rural industries,and the backward of the urban-rural integration in Xinzhou and Lvliang are the three major problems in the development of Shanxi's urban-rural integration.Among them,the slower migration of urban and rural labor and the lack of diffusion of technology to rural areas are the underlying causes of the weaker free flow of urban and rural production factors;The imbalance of industrial structure leads to the difficulty of economic linkage between urban and rural areas,which is the main reason for the insufficient integration of urban and rural industries;The backwardness of infrastructure construction,the limitation of natural conditions and the slow progress of urbanization have caused the backward development of the integrated urban and rural areas of Xinzhou and Lvliang.In response to the above problems,four suggestions for accelerating the development of Shanxi's urban-rural integration are proposed.The first is to further strengthen institutional innovation to promote the migration of urban and rural labor force.The second is to strengthen the construction of urban and rural information facilities so as to promote the diffusion of urban and rural technologies.Third,Shanxi should optimize the adjustment of industrial structure in order to realize the joint development of urban and rural economies.The fourth is to focus on the development of urban groups such as “Xin Ding Yuan” and “Li Liu Zhong” to improve the backwardness of the integrated urban and rural areas in xinzhou and Lvliang.
