Northeast Urban And Rural Interaction Development

The Communist Party of China Fourth Plenary Session of the 16th Central Committee putted forward the concept of building a socialist harmonious society officially. It's a social development goal under the new situation. The harmony of urban-rural relations is An important content of a harmonious society. Coordinate the relations between urban and rural areas will promote the harmonious society. Nowadays, there are some discordant problems of urban-rural relations, such as income disparities, the uneven distribution of benefits, the gap of political status, etc. We must take measures to balance economic development of urban-rural areas. This is not only the content of building a harmonious society, but also the inevitable trend of economic development.Northeast China is an important industrial and agricultural basement; many years development strategy makes the growing contradiction between urban and rural areas, which has become a serious shackles of the future economic development. Raise the city's economic radiation to accelerate the development of rural economy and narrow the widening urban-rural gap has become the promotion of further economic development of Northeast China and an important and difficult task of comprehensive construction of well-off society.On the foundation of the predecessor's research, this paper launches the preliminary discussion about the questions of northeast China urban—rural benignity interaction development. The paper mainly contains five parts:In the first chapter, it introduces the background and the significance of the research, summarizes the domestic and foreign research about urban—rural interaction development.In the second chapter, it analysis interactive of urban and rural development in Northeast China,In the third part, it analysis the factors which restrict the northeast urban-rural interaction relationships. Mainly from four aspects, Industrial structure, socio-economic level of development, human resource factors and the allocation of financial resources. It summarizes the reason of deviation of Northeast rural-urban interactions, one reason is urban-rural dual structure, another is the slow development of regional economy, short of finance and investment, large proportion of state-owned economy, Laid-off workers, etc.In the second chapter, it analysis interactive of urban and rural development in Northeast China. First of this chapter is an analysis mode of levels about urban-rural interactive development in northeast China; according to the result of the mode,it evaluates the level of rural-urban interactions; In the third part, it summarizes the reason of deviation of Northeast rural-urban interactions, one reason is urban-rural dual structure, another is the slow development of regional economy, short of finance and investment, large proportion of state-owned economy, Laid-off workers, etc. The forth part summarizes negative effects of low levels of interaction in Northeast urban-rural area,The third chapter is thinking of the mode of Northeast urban-rural interactive development. It summaries the existing development patterns of urban-rural interaction, and the patterns of domestic cities. On this basis, it inspires a Northeast urban-rural interaction patterns.Chapter four summaries the thinking of the promotion of urban-rural areas interaction in Northeast. It reflects special importance of urban-rural interaction to northeast China, concludes the principles such as equality and mutual benefit, complementarity of resources. On base of these, we can achieve positive interaction of urban-rural areas in Northeast China.Chapter five discusses the ways of achieve the goal of urban-rural interaction in Northeast China by promote the rational flow of labor force, improve the land policy, guide the inflow of capital in rural areas, develop agriculture and industry, improve relate policies, etc.
