| On the report of 17th National Congress of Communist Party of China, The idea of Ecological Civilization is first put into the guiding principle of the Party. Circular Economy is the key point of ecological civilization construction, and it is also the practical mode and approach of sustainable development. So developing circular economy and constructing ecological civilization can realize the harmonization between human beings and nature. This paper based on the concept of circular economy analyzes the action principles, levels of development, practical modes and research actuality of comprehensive evaluation for circular economy development. Following the basic principles of circular economy and the guiding ideology of designing evaluation indicator system, the paper establishes the indicator system of the comprehensive evaluation of the circular economy development along Yangtze River which consists of 4 hierarchies (27 indexes) .Determining of indicator weight plays a very important role in the comprehensive evaluation which ensures accuracy, scientific and objectivity of the comprehensive evaluation result. In all kinds of assigning methods, the analytic hierarchy process (AHP) is applicable to comprehensive system's evaluation which has multi-indicator and hierarchical structure, but this method doesn't consider information of the index data, and the evaluation contains much subjectivity. And the traditional AHP is not able to express well the fuzzy thinking reflected by fuzzy words. The Shannon entropy method confirms the index weight based on information dug from data variation extent, so it is an objective method, but it cannot reflect expert's experiences and decision-maker's opinions. So the new combination assigning method of minimum weight total error method on the basis of trapezoidal fuzzy AHP and the entropy method is proposed in this paper. Mathematical model of optimal weights combined method is present, following is the steps of confirming the index weight of the trapezoidal fuzzy AHP and the Shannon Entropy Method. Comprehensive evaluation models are all given at last.After standardizing the data about circular economy development index system collected and rectified from 2000 to 2006 of Jiangsu Province along Yangtze River, related index weights are calculated through the trapezoidal fuzzy AHP and the Shannon entropy method. And then combined weights are calculated. Compared the result of three weighting methods, experts consider that minimum weight total error method makes the index weights more comprehensively, exactly and objectively. This combined weight is used in the evaluation model. As a result of comprehensive evaluation many charts are compared and contrasted to find out the achievement and shortage about the circular economy development along the Yangtze River, and then proposal and countermeasure are put forward when reasons to these shortage are worked out, which will be theory evidence or reference for the government to make efforts to developing circle economy practically and effectively. |
