Research On The Policy Of Energy Poverty Alleviation

To build a well-off society in an all-round way by 2020 is a solemn conmitment made by the party and the govermment to the public,and accurate poverty alleviation,pollution prevention and prevention and prevention of major risks are the three major battles to build a well-off society in an all-round way.Photovoltaic poverty as a new means of poverty alleviation is in line with the national poverty reduction strategy,and conforms to the national environmental protection and new energy industry policy.It has become a typical case of the development of innovation,coordination,green,open and sharing,and has important significance for other energy poverty alleviation projects.Rawls,s theory of distributive justice,Amartya Sen and Nussbaum proposed capacity path,and sustainable development theory will all help us to analyze contemporary energy poverty,energy inequality and sustainable human development.From the perspective of distributive justice,photovoltaic and other renewable energy sources are a fair and open energy system for all,and enable everyone to have the opportunity to get the necessary energy services,thus contributing to the realization of energy justice.From the perspective of capability,photovoltaic and other renewable energy poverty alleviation has obvious advantages over fossil energy and nuclear power,because they will not reduce the capacity and freedom of future generations.The theory of sustainable development requires the coordinated development of the economy,the environment and the society,and the energy poverty alleviation is precisely in line with this requirement.Bangladesh has achieved great success in solving energy poverty through family solar system,which is of great significance for China's photovoltaic poverty alleviation.As a national poverty reduction pilot project,Jinzhai County,Anhui province has achieved the best results in other areas,and has had relatively complete experience in managenent,operation and maintenance.These experiences can be used for reference in other areas.Energy poverty alleviation can not be separated from the implementation and guarantee of the policy.We can carry out the policy implementation in four aspects,such as accurately identifying and determining the target of energy poverty alleviation,and provide policy guarantee from three aspects,namely,prioritizing the construction scale of energy poverty alleviation power station and so on.
